Mdecins Sans Frontires international medical humanitarian association founded in 1971 provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflict but also epidemics pandemics natural disasters or exclusion from healthcare. The French section is present in around thirty countries.
Job objectives and main responsibilities:
- Provide advice and direct support to HR coordination teams in the field in defining reviewing and applying the HR framework for assignments including as part of the rollout of Rewards Review benefits
- Contribute to the development of tools and guidance for field HR teams building on experience gained during field projects
- Contribute to the development of skills and empowerment of international and national HR teams in managing the HR framework.
The HR Policy Mobile Support Officer works for several missions and cells under the hierarchical supervision of the HR Policy POT referent mainly in the field (minimum 60%). Field assignments depend on the needs identified by the HROPs and the Rewards Review benefits deployment schedule. They can vary from one week to several months (usually a few weeks).
- In the field he/she reports to the head of mission for logistical security and administrative matters (as with all expatriates and visitors) and reports to both the HR Cell and the HR policy referent who define together work priorities the level/type of support to be provided and the duration of the assignment.
- Between assignments he/she finalizes field HR framework projects and provides advice to the units and HR teams with which he/she has worked. He/she contributes to the development of MSF transversal tools and guidelines provides technical support to missions and participates in training and community building for field HR.
1. Operational support to field HR teams in implementing HR policies and structuring the HR framework (creation or revision of internal regulations HR guidelines etc.)
The mobile HR Policy Support Officer provides direct support to the HR coordination team in its responsibilities to ensure that the local HR framework achieves the following objectives:
- Enabling our operations to run smoothly
- Compliance with the national legal framework
- Consistency with MSF HR standards (including the rollout of benefit revisions carried out as part of the rewards review) and the practices of other missions
- Taking into account major social issues and integrating social dialogue into project management
- Reducing intersectional differences particularly when MSF is a single employer
- Legal formalization and adequate communication
His/her support covers several areas: technical expertise structuring and daytoday management of the project (stages methodology definition of deliverables) coordination of intersectional issues where necessary advice and decisionmaking support structuring of the social dialogue component and direct responsibility for the production of certain deliverables.
2. Development of MSF transversal tools and guidance for the field
In between assignments the mobile HR Policy support officer contributes under the supervision of the POT HR Policy referent to the development and deployment of OCP transversal tools and guidance building on the uptodate knowledge acquired during his/her field assignments.
3. Skills development and empowerment of field HR teams
In between assignments the mobile HR Policy Support Officer participates in updating HR training modules facilitating them and developing the field HR community (in person or online through webinars etc.): webinars FORI cofacilitation of regional HR seminars etc.
Job requirements:
- Work experience in NGO including experience in MSF mandatory
- Several HR experiences in the field as HRCO or PAM mandatory
- Some international experience required (expatriation or detachments)
- English C1 and french C1
- Extensive HR skills in the area of staff administration
- Legal background is a strong asset
- Experience in designing HR policies guidelines and procedures a strong asset

Specificities of the position:
Status: Fieldbased position with frequent travel to MSF Missions coordination and/or MSF HQ (60% field). Fulltime 12 months fixed term contract.
Salary conditions: Salary level 12 according to MSF field grid and relevant experience: 2408 euros gross per month seniority if equivalent position in an NGO.
