This Position Is Funded In Part Through Federal Funds.


The Lead Classification & Compensation Analyst serves as a senior expert within the Classification and Compensation Section of the North Carolina Department of Health and Human Services (DHHS) Division of Human Resources. This position is responsible for managing classification salary administration and organizational development activities that support the departments strategic workforce needs across a wide variety of health administrative and professional occupations.

This role provides direct supervision to a team of analysts leads major occupational and organizational studies and ensures the consistent application of classification and compensation policies across DHHS. Working independently and collaboratively with other HR leaders the Lead Analyst acts as a key consultant to agency managers and executives ensuring fair competitive and policycompliant human resources practices. Duties also include training staff reviewing program audits participating in salary administration and providing system oversight for the Integrated HRPayroll System (IHRPS) part of broader Human Resource Information Systems (HRIS).

Key Duties Include:
  • Lead classification compensation and organizational development studies across DHHS including planning methodology development staff coordination and reporting.

  • Supervise and mentor a team of classification and compensation analysts managing work assignments performance evaluations (NCVIP) and training.

  • Provide consultation to agency leadership and HR staff on classification and salary administration issues including salary exception cases and FLSA (Fair Labor Standards Act) designations.

  • Conduct quality reviews of classification and salary actions for policy compliance and operational consistency.

  • Coordinate and approve reallocation inrange salary adjustments acting pay promotions and organizational management actions in the HRIS platform.

  • Develop and deliver training sessions and guidance materials for agency HR professionals on classification and compensation best practices.

  • Review program operations and personnel record audits to assess compliance and recommend operational improvements.

  • Conduct research on occupational classifications labor market trends and organizational design to support classification decisions.

  • Ensure compliance with applicable federal and state HR laws DHHS policies and Office of State Human Resources (OSHR) guidelines.

  • Support special projects assist with processing Integrated HRPayroll System actions and perform other duties as assigned.

Minimum Education and Experience Requirements

Bachelors degree typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required
OR
High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources
OR
Equivalent combination or education and experience.
