Description

CalPERS retirees are eligible to apply for the PartTime Background Investigator I/II Retired Annuitant.

Under the direction of the Chief of Police coordinates conducts and compiles background investigations for candidates under consideration to work within the Police Department; performs related duties as designated by the Chief of Police.

Distinguishing Characteristics
Background Investigator I:

This is the entry level in the class at this level usually perform most of the duties required of the positions at the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and is usually supervised while in progress and fits an established structure or or changes in procedures are explained in detail as they this class is often used as a training class employees may have only limited or no directly related work experience. Exercises no supervision.

Background Investigator II:
This is the full journey level in the class at this level are distinguished from the I level by the performance of the full range of duties as assigned working independently and exercising judgment and at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. May exercise technical and functional supervision over lower level staff. Positions in this class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring one year of experience at the I level successful performance budget availability and management recommendation.

Examples of Duties

Examples of duties may include but are not limited to the following:

  • Explains policies and procedures to applicants via telephone email and in person; provides regular updates as to the investigation process answers inquiries and concerns and advises candidates of status.
  • Reviews completed background interview forms checks for completeness accuracy inconsistencies errors omissions and falsifications;
  • Screens candidates for issues that disqualify them per the Police Department and Peace Officer Standards and Training Commission guidelines; follows current Equal Employment Opportunity and related federal state and local laws.
  • Obtains and reviews records from Federal Bureau of Investigation Department of Justice and State and Municipal law enforcement agencies to determine if the candidate was a witness victim suspect or perpetrator of any crime;
  • Obtains and reviews arrest reports witness statements and other documents to determine if the candidate has the appropriate background to work in the Police Department ;
  • Obtains and reviews credit reports and evaluates financial responsibility;
  • Interviews employers coworkers neighbors law enforcement officials military personnel members of the candidates family and personal references;
  • Develops second and third level references and makes additional inquires to assist in determining credibility of statements;
  • Observes each person being interviewed for the presence or absence of physical indicators of truthfulness;
  • Prepares detailed and complete interview statements for each person being interviewed in order to allow a reviewer to draw reasonable and logical conclusions about the prospective candidate;
  • Prepares final background investigation package for presentation to the Chief of Police;
  • Organizes all investigative material in accordance with established procedures;
  • Meets regularly with management and the candidate to keep them informed of the status of the investigation;
  • Prepares a detailed summary of adverse information based upon objective analysis and evaluation of candidates background statements from others contacted during the course of the background investigation;
  • Measures the candidates background against job dimensions set forth by the Peace Officers Standards and Training Commission;
  • Completes background packages for review and final recommendation; and
  • Coordinates schedule to ensure efficient use of time while traveling.

Qualifications

CalPERS retirees are eligible to apply for the PartTime Background Investigator I/II Retired Annuitant.

Education
Background Investigator I/II:
  • 40 college semester units from an accredited college or university.
Experience
Background Investigator I:
  • Five (5) years of experience with a law enforcement agency.
Background Investigator II:
  • One year experience as a Background Investigator I with recommendation by the Chief of Police.
Licenses and Certificates:
  • Possess and maintain a valid California drivers license.
  • Possession of or ability to obtain a POST background certification within one year of being hired.

Special Requirements:

Essential functions require the following physical abilities and work environment:
  • Ability to work in a standard office environment; ability to travel to different sites and locations;
  • Regularly required to talk or hear. Required to stand; walk; use hands to finger handle or feel; and reach with hands and arms.
  • Occasionally required to sit; climb or balance; and stoop kneel crouch or crawl.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
  • Ability to walk on uneven surfaces.
  • Exposure to outdoors.
