The Position





This is a limited continuous filing exam. Next filing cutoffs are at 5:00 pm on:

5/16/25 5/30/25 6/27/25 (final)

Level I $3793.20 $4609.25/month
Level II $4301.25 $5228.70month


Utility Billing Services Representatives perform specialized and complex customer service work in a centralized utilities customer services office dealing with consolidated billing for water wastewater refuse and other fee service billings many of which are mandatory; processes requests for residential and commercial utility services; maintains and researches fiscal service and related records unique to utility services and billing; responds to and reconciles customer service complaints and billing problems; explains utility service billing and collection policies to customers.

Utility Billing Services Representative is a single working class with two salary levels. The level at which initial appointments are made and advancement from the lower to the higher level is at the discretion of the appointing authority providing the minimum qualifications are met.

Examples of Knowledge and Abilities

Knowledge of
(Level II/I)

  • Policies and procedures related to utility billing systems collection and revenue intake and nuisance abatement calls
  • Organization and operating details of utility billing
  • Basic financial record keeping principles and practices
  • Current office practices procedures and basic data processing principles including the use of word processing personal computing equipment or intelligent workstations or terminals
  • Basic customer relations techniques for dealing with customers often in situations which may be difficult or confrontational
  • Business arithmetic including percentages and decimals
  • Correct business English usage
  • Basic recordkeeping principles and practices
  • Typewriter keyboard

Ability to
(Level II)
  • Interpret understand explain and apply utility policies procedures rules codes and ordinances
  • Establish and maintain effective working relationships with those contacted in the course of work often in stressful situations.
  • Develop effective customer relations techniques and skills
  • Establish research and maintain computerized records and files and use designated software programs such as spreadsheets databases and word processing systems.
  • Operate a variety of office equipment such as calculators computer terminals copy machines microfiche and microfilm readers microfilmer and telephone systems.
  • Perform basic accounts receivable tasks revenue support work and statistical reporting; make arithmetic computations rapidly and accurately.
  • Communicate clearly orally and in writing.
(Level I)
  • Understand and follow written and oral instructions.
  • Communicate clearly orally and in writing; make arithmetic computations rapidly and accurately.
  • Learn to interpret and apply division policies codes and ordinances.
  • Accept training and learn customer relations techniques for dealing effectively with customer inquiries often in stressful situations.
  • Learn utility service provisions procedures and rules; learn organization and operation of the utility billing system.
  • Learn to establish research and maintain computerized records and files and use designated software programs such as spreadsheets databases and word processing systems.

Employment Qualifications

Minimum Qualifications

(Level II)
One year of fulltime paid experience comparable to a Utility Billing Services Representative (Level I) with Sacramento County.


(Level I)
One year of experience performing financial recordkeeping and customer relations activities including giving and receiving information on a daily basis.


Note: If the word experience is referenced in the minimum qualifications it means fulltime paid experience unless the minimum qualification states that volunteer experience is acceptable. Parttime paid experience may be accumulated and prorated to meet the total experience requirements.

Probationary Period

The probationary period for this classification issix (6)months.

FORMULA RATE EXAMINATION (Weighted 100%)


All candidates meeting the minimum qualifications by the cutoff date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
