Rights Representative 9 to P11
Position serves as a Rights Advisor in a state mental health facility. Reviews recipient rights complaints received and completes the required complaint resolution process within the established time frames. Conducts rights investigations in a thorough manner and draws sound conclusions based upon the relevant evidence obtained. Maintains accurate and complete data in the complaint tracking system and in the individual case files. Provides recipient rights training to new facility staff. Completes regular monitoring of recipient living units and attends Individual Plan of Service (IPOS) meetings and other facility meetings as appropriate to ensure rights are being protected during service delivery Attends facility meetings as appropriate to ensure Rights Advisor staff are aware of ongoing or changes to hospital guidelines and procedures.

Rights Representative 12
Position serves as a Senior Rights Advisor in a state mental health facility. Reviews all recipient rights complaints received and completes the required complaint resolution process within the established time frames. Conducts rights investigations in a thorough manner and draws sound conclusions based upon the relevant evidence obtained. The Senior Rights Advisor handles complex complaints and issues that require advanced knowledge of the Michigan Health Code (MHC) Public Act 258 of 1974. These complex issues and complaints would be cases that involve serious injury death or sexual abuse that may result in the termination of facility staff. Maintains accurate and complete data in the complaint tracking system and in the individual case files. Provides recipient rights training for facility staff and is available for consultation on rights related issues. Interacts with and provides consultation and training for facility recipients as requested or needed. Completes regular monitoring of recipient living units and attends Individual Plan of Service (IPOS) meetings and other facility meetings as appropriate to ensure rights are being protected during service delivery. Attends facility meetings as appropriate to ensure Rights Advisor staff are aware of ongoing or changes to hospital guidelines and procedures. The Senior Rights Advisor attends additional meetings Behavior Management/Treatment Committee Management Administrative Staff PersonCentered Planning and Policy and Procedure Committee to provide advice and consultation to ensure compliance with the Public Health Code relevant to recipient rights. Required Education and Experience

Education
Possession of a bachelors degree in any major.

Experience
Rights Representative 9 No specific type or amount is required.

Rights Representative 10 One year of professional experience in the investigation and evaluation of rights complaints or rights advocacy equivalent to a Rights Representative 9 or Civil Rights Representative 9.

Rights Representative P11 Two years of professional experience in the investigation and evaluation of rights complaints or rights advocacy equivalent to a Rights Representative including one year equivalent to a Rights Representative 10 or Civil Rights Representative 10.

Rights Representative 12 Three years of professional experience in the investigation and evaluation of rights complaints or rights advocacy equivalent to a Rights Representative including one year equivalent to a Rights Representative P11 or Civil Rights Representative P11.

Alternate Education and Experience

Rights Representative 9 12
Educational level typically acquired through completion of high school and the equivalent of at least two years of fulltime activeduty experience at or above the E6 level in the uniformed services may be substituted for the education requirement.

Position Location/Remote Office:The physical location of this position is Walter Reuther Psychiatric Hospital. Based on operational needs and within established limits remote work and alternate or hybrid work schedule requests for this position may be considered. Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely employees will be responsible for providing other components of a remote office at their own expense including:
