The Naval Standard Missile Systems (NSMS) program office part of Raytheons Naval Power Business Unit is seeking a Strategic Proposal Manager. This role involves directing and overseeing the overall proposal management activities for the NSMS Portfolio encompassing development obsolescence engineering support and production scope. Reporting to the NSMS Executive Director the Strategic Proposal Manager is responsible for meeting proposal requirements across NSMS Production Development and international portfolio areas. You will collaborate with the NSMS program leadership team Contracts Requirements & Capabilities and technical leaders to ensure alignment of capability technology and obsolescence roadmaps. Additionally you will interface with IWS 3 program leadership to drive future planning discussions and communicate how current proposal needs impact future production and development for NSMS.
**This is an onsite position at our Tucson AZ facility.

What You Will Do:
- Execute timely development analysis and completion of proposals through collaboration with functions across the business.
- Ensure proposals meet quality schedule and affordability targets for the benefit Raytheon and our customers.
- Develop and champion innovative methodologies to drive faster and more efficient contract awards.
- Manage both Raytheon and customer funded B&P budgets clearly communicating the rationale and methods to internal and customer leadership.
- Direct and oversee coordination of proposal evaluation notices factfinding questions and/or final proposal revisions with senior leadership.
- Manage and provide written and oral updates via proposal tracker clear/concise briefings and presentations.
- Assist teams with proposal kickoffs and Gate 3s focusing on strategy.
- Provide guidance and strategy for Gate 4s mentoring proposal team members on role delegation responsibilities and decisionmaking at the lowest responsible level.
- Coordinate staffing on proposals working with designated proposal leads and priorities to ensure timely delivery and mange preRFPs to meet needs as appropriate.
- Leverage networks and opportunities with internal and external stakeholders to shape requirements.
- Emphasize compliance with export/import regulations the U.S. Foreign Corrupt Practices Act and equivalent export control and business ethics regulations of foreign customers and partners.

Qualifications You Must Have:
- A University Degree or equivalent experience and minimum 12 years prior relevant experience or An Advanced Degree in a related field and minimum 10 years experience
- Prior Earned Value Management System (EVMS) experience or equivalent system
- Prior Contracts and or Proposal management
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
- Qualifications We Prefer:
- Prior experience working in functions such as Supply Chain Estimating Capture Management Finance or Project Management
- Experience in proposal and/or contracts management preferably with multiyear and/or multiple years efforts
- Experience managing cost schedule and performance including earned value management (EVM) or similar in a deadline driven environment
- Knowledge of and/or experience with federal proposal regulations
- Demonstrated experience leading teams

The salary range for this role is 147000 USD 295000 USD. The salary range provided is a good faith estimate representative of all experience levels.
