JOB GOAL:
The MLL Program Specialist holds a pivotal role in developing and supporting educational programs that empower language minority students. This position is dedicated to ensuring students receive effective instruction in both their native language and English fostering their academic growth and success in a multicultural environment.
Collaboration is key to the role requiring active engagement with leaders at network and district levels to create unified efforts toward student achievement. Additionally the MLL Program specialist oversees and strengthens the systems and structures for MLL programs ensuring adherence to guidelines and protocols while maintaining compliance with regulatory requirements. This focus not only supports consistency but also drives continuous improvements in student outcomes.
The MLL Program Specialist embodies equity and inclusivity working diligently to ensure the program and its services are administered in a uniform and fair manner. Through collective and cooperative efforts the role aims to deliver transformative results for students and their communities.
TERMS OF EMPLOYMENT:
Eleven(11.00) month contract (220 days) plus benefit : Precise placement within the salary range will be determined based upon education and experience.FLSA: EXEMPT.
QUALIFICATIONS:
- A minimum qualification of a bachelors degree in elementary or middle or high school and certification by the Arkansas Department of Education. in additiona Masters degree or above is preferred.
- The ESL endorsement and at least five years of successful teaching experience working with multilingual learners in an ESOL/bilingual program (required).
- Expertise and experience related to literacy math second language acquisition and high yield instructional strategies and practices to support multilingual learners across all content areas and disciplines.
- Knowledge of implementation of the requiredMLL Program components to meet Arkansas standards in schools and best practices for all classrooms.
- Training in the components of an ESOL Program English Language Development and Meaningful access to the core as it is required in Arkansas public school districts.
- Evidence of Instructional Coaching experience and effective implementation is desired.
- Evidence of experience with observation and program implementation of an effective MLL Program and its components.
- Evidence of database managementskills and computer literacy skills (e.g. Microsoft Office Suite Google Workspace etc...).
- Demonstrated crosscultural communication skills and culturally responsive behavior.
- Strong interpersonal and organizational skills.
- Evidence of strong oral and written communication skills.
- Strong work ethic and leadership abilities.

ESSENTIAL DUTIES & RESPONSIBILITIES:
The following statements of duties and responsibilities are intended to describe the general nature and level of work being performed by individuals assigned to this position. - Instructional Support: Provides district and sitelevelinstructional support foreducators of Multilingual Learners (MLLs) at all levels and professional development for targeted audiences. Models exemplary practices in instructional strategies assessments and guides targeted instruction. Participates in Instructional Focus Walks for assigned schools as needed by building network and districtlevel leadership.
- Professional learning: Leads andfacilitatesprofessional learning for network schools related toMLL Programs and related services. Providing professional development opportunities forleaders and teachers on effective teaching methods including strategies for language acquisition differentiated instruction and culturally responsive pedagogy.
- Curriculum development:Leading the design process foradapting HQIM curriculum materials aligned with state standards incorporating culturally relevant content and appropriate language development strategies.
- Student assessment:Identifying student needs through assessments in both languages monitoring progress and supporting MLLs as well as the monolingual students entering the Dual Language program and/or ESOL and/or Newcomer Program.
- Data analysis: Provides progress monitoring assistance and data analysis throughout the schools to generate improvement in instruction and achievement.
- MLL Program Implementation: Provides support forMLL Program implementation all its components to include English Language Development Meaningful Access to Core Content Newcomer Program Services and dual language services on identified network campuses.
- Compliance: Provides direct guidance and support for campusbased LPACs as they work to meet compliance requirements for MLLs and former ELs under monitoring. Ensures compliance with state and federal regulations regarding ESOL education dual language education including student identification program implementation and reporting requirements.
- Advocacy: Promotesinvolvement and understanding of the MLL program for the purpose of meeting the ongoing needs of and encouraging participation inall aspects of the MLL program and related course offerings.
- Collaboration: Works closely with leaders ELD teachers Newcomer teachers Dual language program staff special education staff advanced academics staff Teaching Leading and Learning staff and other stakeholders to coordinate services and address student needs.
- Family Engagement:Provides schools with strategies which support their ability to build relationships with families of bilingual students communicating program goals and providing support to promote language development at home.
- Program evaluation:Participating in the program evaluation designto assess the effectiveness of theMLLProgram and its components identifying areas for improvement and recommending necessary adjustments.
- Performs assigned tasks in a timely and efficient mannermeeting high quality standards.
- Performs other duties as assigned by the ESOL Program Director

Mental Functions Physical Requirements and Working Conditions:
While performing the duties of this job the employee is regularly required to sit stand walk go up and down stairs operate foot and hand controls use a telephone and write. Occasionally the employee must lift and/or move up to twenty (20) or more pounds. This position requires accurate perceiving of sound near and far vision depth perception handling and working with educational materials and/or objects and providing oral information. Must have the ability to work for the duration of the daily contracted time period and to be physically present and at assigned work with only infrequent unexcused absences during the contract year. Additional technical skills knowledge and abilities may be recommended by immediate supervisor and approved by the Human Resources Director.
