The Space and Intelligence Division provides professional services to the US Space Force Combatant Commands Intelligence Community and NASA. Our work includes enterprise architectural assessments systems engineering and integration test planning and execution cost estimating and analysis acquisition support and cybersecurity. The Intelligence Programs Group (IPG) part of SPAs Space and Intelligence Division is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize missionproven datadriven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National GeospatialIntelligence Agency (NGA) National Reconnaissance Office (NRO) and National Aeronautics and Space Administration (NASA). SPA has an immediate need for a Program Analyst/Contracts Specialist to support contracts and related business processes throughout all stages of the contract management life cycle.

Responsibilities

The successful candidate will be able to work independently and function effectively as part of a team and interact with people from junior to seniormost levels. This individual should have experience meeting deadlines and prioritizing contracts related items across large organizations.

Responsibilities

  • Assist the Government in establishing highlevel contract strategy and driving implementation of strategic contract opportunities.
  • PostAward Acquisition Support: Provide advice recommendations and document support to multiple disciplined offices in all areas of the acquisition postaward phase.
  • Acquisition postaward support includes: Contract Administration Contract Modification Support Delivery/Task Order Support financial tracking attending PMRs/BMRs and providing analysis of progress and Award Fee management.
  • Provide contractual domain expertise in implementation execution and administration for all aspects of contract management.
  • Champion contract policy and procedure revision and improvement.
  • Understand the business cases and have an appreciation of financial/analytical issues.
  • Analyze significant and/or unique contract requirements special provisions terms and conditions to ensure compliance with appropriate laws regulations and policies.
  • Manage contract change control process and support bid review and proposal requests.
  • Develop negotiation strategy and lead negotiations on complex contractual issues.
  • Correspond with Government and developers regarding contract status requests for additional information etc.
  • Support project accounting functions regarding maintenance of contract files.

Qualifications

Required Qualifications:

  • Active TS/SCI clearance with CI Poly
  • Bachelors Degree
  • 5 years of Acquisition experience
  • Knowledge of the Federal Acquisition Regulations (FAR)
  • Familiarity with Other Transaction Authority (OTAs)
  • DoD or IC experience preferred
  • Must be able to work in a customer oriented environment providing quality service
  • Must be able to communicate clearly in written and verbal
  • Must be able to provide meeting notes that reflect the intent and direction of the government
  • Must be able to coordinate well and provide guidance and recommendations to the government regarding schedules milestones and other efforts during their acquisitions
  • Reports to Chantilly up to fulltime based upon the needs of the client.

Desired Qualifications:

  • Experience with NRO and NRO Acquisitions
  • Knowledge of the NRO Acquisition Manual (NAM)
  • DAWIA level I or II desired
