JOB TITLE: CHIEF FINANCE OFFICER
FLSA STATUS: EXEMPT

Position Summary:
Hickory City Schools seeks a dynamic energetic and innovative individual to serve as the school districts Chief Finance Officer (CFO). This individual manages all fiscal operations following North Carolina General Statutes (G.S. 115C435) federal and state guidelines and local Board of Education policies. This leadership role ensures transparency fiscal integrity and strategic resource alignment to support student learning and the districts longterm goals.
The CFO provides financial leadership to the Superintendent Board of Education and district leadership team interpreting and implementing accounting standards and budget requirements. The CFO manages the districts integrated accounting system oversees financial staff and is responsible for budgeting accounting purchasing payroll insurance programs compliance and reporting.
DUTIES AND RESPONSIBILITIES
Key Responsibilities:
Financial Leadership & Governance
- Provide strategic financial leadership to the Superintendent Board of Education and school administrators.
- Execute responsibilities under state and federal laws including the School Budget and Fiscal Control Act and GASB updates.
- Uphold the districts strategic plan goal regarding Transparent & Innovative Budgeting by ensuring clarity accountability and alignment of financial processes with educational priorities.
- Interpret and apply regulations from funding agencies the State Board of Education and local governance.
Budget Planning & Oversight
- Develop present and manage short and longterm district budgets and amendments.
- Monitor and manage all revenue streamsstate federal and localensuring fiscal integrity and compliance.
- Certify requisitions and oversee the allocation and use of operational funds across departments and schools.
- Conduct preaudits of obligations to ensure appropriations and available balances.
Accounting & Financial Reporting
- Establish an accounting system detailing assets liabilities equity obligations and revenues.
- Prepare and submit accurate financial reports including the Annual Comprehensive Financial Report (ACFR) per GAAP and NC DPI standards.
- Manage journal entries reconciliations and maintenance of the general ledger and chart of accounts.
- Coordinate internal and external audits and implement corrective actions when needed.
- Develops and provides comprehensive training on internal controls and budget oversight to school and district leadership to ensure adherence to standardized financial protocols across the district.
Payroll Purchasing & Compliance
- Oversee payroll operations to ensure compliance with IRS FLSA and other regulatory requirements.
- Monitor purchasing activities contracts and federal grants to ensure policy and legal compliance including Uniform Grant Guidance.
- Certify and authorize disbursements and fiscal claims.
SchoolBased Financial Operations
- Supervise and support financial operations at the school level including internal audits and training.
- Audit the accounts of school funds.
Strategic Analysis & Support
- Analyze financial data to support informed decisionmaking and longrange planning.
- Maintain liaison with departments and external stakeholders serving as the districts financial advisor.
- Invest idle cash responsibly following Board policy.
Other Duties
- Manage district insurance programs including liability property auto local workers compensation and studentrelated coverage.
- Perform other duties as assigned by the Superintendent Board of Education or Department of Public Instruction.
Knowledge Skills and Abilities:
- Expert knowledge of public school finance budgeting and fiscal compliance.
- Strong understanding of federal state and local laws governing school finance.
- Ability to interpret and present complex financial information.
- Demonstrated ethical judgment integrity and commitment to educational excellence.
- Proficiency in financial software systems Microsoft Excel and data reporting tools.
- Strong analytical organizational managerial communication and interpersonal skills.
- Ability to supervise staff and foster crossdepartmental collaboration.
Minimum Education Experience and Requirements:
- Bachelors degree in Accounting Finance Business Administration or related field with at least 15 semester hours in accounting.
- A minimum of five (5) years of professional finance experience is required; public school finance experience is strongly preferred.
- Must qualify for North Carolina School Business Administrator Certification per NC State Board Policy FINO000.
- Must qualify for a performance bond.
Preferred Qualifications:
- Masters degree in Business Administration Finance or related field.
- Certified Public Accountant (CPA).
- North Carolina School Finance Officer Certification.
- Experience with NCDPI finance systems and reporting.
