SUMMARY

The purpose of this job is to lead coordinate and oversee purchasing requests and activities. Specifically technology purchases. Ensures the effective and consistent application of all policies and standards and facilitation of comprehensive solicitation processes and all contracting responsibilities. Leads special project initiatives supports development of policy processes and procedures and recommends process improvements. Provides advanced level procurement and contracting expertise and consultation in support of all procurement. Also contributes or leads on other tasks such as purchasing cards travel CBI contract compliance spend analysis facilitating meetings with other city departments related to Enterprise Resource Planning capital investment projects and Police and Fire grant funded projects and contracts developing contractual documents including amendments change orders waivers and city manager memos for formal and informal solicited contracts and other duties as assigned.

GENERAL SUMMARY

Provides advanced level procurement and contracting expertise and consultation in support of all procurement.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform jobrelated tasks other than those specifically presented in this description.

  • Provides strategic and tactical guidance to departmental and City stakeholders in the implementation of enterprise purchasing activities.

  • Prepares solicitation documents contracts amendments change orders purchase orders and recommendation for awards contract closeouts unsolicited proposals revenue contracts grant solicitations and memoranda of understanding.

  • Analyzes and improves procurement processes using existing data sources to track trends in key metrics.

  • Performs monthly PCard reconciliation processes.

  • Participates in financial reporting invoicing and billing processes on behalf of the department as needed.

  • Manages plan review services including plan review cost estimates and specifications.

  • Provides solutions for risk mitigation with City legal team and stakeholders.

  • Prepares and manages contracts to ensure compliance to specific project requirements and applicable laws.

  • Reviews and approves forecasts and workinprogress at various stages of development.

  • Oversees and monitors all contract activities for quality assurance.

  • Provides ongoing training to departmental staff using multiple delivery methods.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Required Education and Experience

  • High school diploma (or GED equivalent)

  • Nine (9) years of related work experience in preparing solicitations or contracts related to purchasing

  • Any equivalent combination of training education and experience that provides the required skills knowledge and abilities

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting standing climbing or walking extended periods of time

Sensory Requirements:

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
