The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Procurement Officer in the Central Offices Professional Services Procurement Office. This position is located in Richmond VA. This advancedlevel Procurement Officer will plan organize and lead procurement processes to establish contracts for engineering professional services in support of transportation construction design and operations activities for Divisions and Districts statewide. Provide oversight for contract administration for professional services contracts including maintaining developing policy and procedures in accordance with applicable laws and policies.
This positions specific responsibilities and duties will include but are not limited to:
Procurement of Engineering Professional Services: Plan organize and lead procurement processes to establish contracts for engineering professional services in support of transportation construction design and operations activities for Divisions and Districts statewide. Provide customer service and communication to ensure effective timely process.
Maintain and Interpret Policies and Procedures: Provide guidance regarding contract administration to end users and stakeholders to ensure adherence to laws policies and procedures. Provide input to keep policies and procedures up to date. Provide guidance to end users on contractrelated discrepancies.
Contract and Procurement Documentation and Reporting: Provide thorough documentation to ensure contract and procurement files are complete and meet standards to adhere with agency policy state and federal law. Make contract documents available to users. Coordinate and analyze feedback on contracts. Ensure electronic systems are maintained and up to date. Maintain and update reports.
Collaborates with Team and Stakeholders: Partner with other procurement officers to get work done and accomplish division procurement schedule goals; work cooperatively with others across the organization to achieve shared goals. Provide exemplary service to team and stakeholders in all areas of work.
Contract Administration: Coordinate and analyze feedback on contracts. Recommend default action or contract cancellation and find alternative services. Serve as contract administrator or designate a contract administrator to ensure terms specifications and scope are met. Serve as liaison between vendors and users.
Procurement of Goods and Services: Provides procurement and contracting goods and services for Districts and Divisions statewide in support of the Consultant Procurement process using competitive negotiation (RFP) process and competitive sealed bidding (IFB or RFQ).
Contracts and Documentation: Assist users in selecting the best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for term contracts. Provide guidance to end users on contractrelated discrepancies.
