Setting:Onsite

Schedule:Monday Friday 9am 5pm

SUMMARY:

The People Concern (TPC) is redefining the guiding philosophies and practices for property management at permanent supportive housing projects to better suit the needs of our program participants. The Portfolio Manager will be responsible for overseeing operations at our growing portfolio of properties leading a team of onsite property managers and creating collaborative processes for working with other departments. The Portfolio Manager will oversee daytoday property management functions for properties both that TPC owns and operates and those which TPC provides property management services for on a thirdparty basis.

Essential Duties and Responsibilities:

  • Oversee all aspects of property management in designated portfolio including rent collections repairs and maintenance security unit turnovers cash reserves required reporting for any funding or regulatory agencies tenant recertifications and annual rental subsidy increases.
  • Collaborate with the Supportive Services staff at each property to assist residents in maintaining their housing by identifying issues and problem solving together including by implementing TPCs four step housing retention policy.
  • Ensures that the portfolio and individual communities meet the established operational financial and business performance goals by inspecting properties reviewing financial market and operational reports and developing and implementing appropriate action plans to achieve results.
  • Proactively identify innovative ways to use property management to further TPC goals such as environment sustainability and make operations more efficient while maintaining our high standards for resident experience.
  • Monitor occupancy rates and work closely with leasing teams to ensure properties are fully leased in accordance with applicable income and eligibility requirements.
  • Ensure that leaseups and rent collections are completed promptly and efficiently; as needed collaborate with attorneys and complete required legal paperwork on matters relating to unit surrenders or evictions.
  • Ensure compliance with all requirements and requests from public and private funding sources and other government entities including rental subsidy paperwork and conducting regular site inspections.
  • Ensure properties comply with all relevant codes laws and regulations.
  • Oversee the preparation and submission of all ProjectBase Section 8 and LIHTC reports including annual recertifications rent adjustments and compliance documentation.
  • Supervise train and support property managers and onsite teams providing mentorship and fostering professional development.
  • Ensure that property management staff are trained on and able to implement Trauma Informed Care Harm Reduction and Housing first principles in the work with residents.
  • Respond to residents and staff concerns providing timely solutions to property and tenantrelated issues.
  • Play an active role in establishing the property management workflows for new properties and in their initial lease up.
  • Create regular financial and other reports with respect to properties within portfolio for review by senior leadership.

Qualifications:

  • Minimum four years related multifamily portfoliowide supervisory property management experience in general affordable and supportive housing.
  • Extensive experience creating and managing budgets.
  • Extensive knowledge of HUD/Fair Housing and Public Housing Authorities rules and regulations as well as various rental subsidies programs.
  • Experience with residential building maintenance and renovations.
  • Working knowledge of workplace safety and illness and injury prevention practices.
  • Detail oriented with good time management organizational written verbal and interpersonal skills.
  • Able to learn quickly and work effectively with a wide range of constituencies and with minimal supervision.
  • Selfstarter with the ability to stay ahead of the curve and thrive in fastpaced work environment.
  • Current valid California Drivers License with an acceptable driving record.

Preferred Qualifications:

  • Experience working closely with or for supportive services providers.
  • BA preferred but not required.

Work Environment:

  • Field (may need to travel) and indoor office environment. Based primarily in Arlington HQ.
  • Will be required to walk or drive to different local sites and events (Southern California area).
  • Oncall after hours and on weekends to address any emergency work orders and/or other building emergencies as backup support to property management staff.
  • Regularly required to sit stand bend and occasionally lift or carry up to 25 pounds on a regular basis.
  • Will necessitate working in busy dusty and loud environments around our unhoused clients at times including parking in and near their current areas of residence.
  • Will be exposed to elements like cold heat dust noise and odor and other potential visual situations of this industry (homeless clients skid row population substance users etc.).
  • May need to bend stoop twist and sit throughout the day.
