DHS is seeking a highly skilled professional to join our team in the role of Internal Controls and Financial Systems Specialist. This unique position combines a deep understanding of accounting principles and practices with expertise in accounting system operations. If you possess a background in accounting coupled with a keen eye for detail and a passion for optimizing financial systems we invite you to apply.
Responsibilities:
Document provide oversight and report regularly on departmentwide internal control processes.
Provide information and guidance to department staff on internal controls and financial systems.
Participate in the implementation of a new statewide enterprise resource planning system which involves learning and improving the departments business processes.
Analyze and develop solutions that involve a variety of accounting and compliance factors.
Identify opportunities to help the department meet financial operation goals.
Design accounting and financial processes to facilitate analysis and improve operations.
Serve as a technical resource to the department by applying specialized knowledge and expertise of internal controls and automated financial systems.
Take initiative to gain exposure to special projects and problems to continuously refine and upgrade technical and business skills and knowledge.
Perform other duties as assigned by the Director to assist in developing and evaluating internal controls .
The Ideal Candidate Will Have:
Experience in governmental accounting and internal controls;
Experience with complex automated financial systems;
Ability to communicate clearly and effectively;
Ability to adapt and prioritize
Knowledge:
Indepth knowledge of Generally Accepted Accounting Principles (GAAP) governmental accounting standards and financial compliance regulations.
Expertise in internal control frameworks (e.g. COSO) risk assessment practices and audit methodologies relevant to public sector operations.
Familiarity with enterprise resource planning (ERP) systems and financial software platforms including their role in streamlining processes and maintaining data integrity.
Working knowledge of the principles and practices behind systems implementation business process mapping and financial process optimization.
Awareness of data privacy standards and statespecific guidelines concerning abuse and neglect screening background checks and financial reporting requirements.
Skills:
Strong analytical and problemsolving skills with the ability to evaluate complex financial data and develop actionable solutions that enhance compliance and efficiency.
Exceptional written and verbal communication skills with the ability to translate technical financial language into understandable guidance for stakeholders across departments.
Advanced proficiency in Microsoft Excel including data modeling pivot tables VLOOKUPs conditional formatting and financial forecasting tools.
Project management skills including the ability to manage competing priorities adhere to deadlines and support change management efforts during largescale system upgrades.
Strong interpersonal and collaboration skills to work across interdisciplinary teams and build consensus with both internal and external stakeholders.
Abilities:
Ability to independently document evaluate and monitor departmentwide internal control systems and identify weaknesses or gaps.
Ability to design and implement efficient financial and accounting processes that align with agency goals and state compliance standards.
Ability to provide training mentorship and guidance to staff regarding internal controls financial procedures and use of automated systems.
Capacity to adapt to evolving technologies and contribute to the successful integration of new financial systems within a government setting.
Ability to maintain confidentiality integrity and professionalism while handling sensitive data and serving as a technical subject matter expert.
