Job Description

POSITION SUMMARY

The Senior Human Resources People Experience Partner (HRPEP) (aka Senior Human Resources Business Partner) is responsible for supporting assigned departments with the full scope of Human Resources functions including strategic partnership. Additionally the HRPEP will be assigned to lead specialized projects that will impact Citywide people programs.

REPORTING RELATIONSHIPS

Reports to: Human Resources Operations Manager
Direct Reports: None

DUTIES AND RESPONSBILTIES

Projects

  • Manages a variety of HR projects and initiatives to support the organization mission vision and values.
  • Guides organizational transformation initiatives in the areas of talent management organizational change diversity and inclusion process improvement engagement performance management organizational hierarchy internship programs and capability development.
  • Develops programs and priorities to meet current and anticipated future organizational and talent needs
  • Communication/Change Management
    • Creates and implements communications strategies and content management for training and web resources to support HR initiatives on various platforms.

Training

  • Collaborates on HR & Culturerelated educational programs and services including creating and delivering customized training and programs across the company partnering with internal/external stakeholders and external vendors/consultants (as appropriate).
  • Drives the creation and implementation of toolkits frameworks and resources that empower leaders and HR to effectively manage talent and performance; and plans for succession.

Data

  • Conducts ongoing research on best standards of practice and recommend strategies for continuous improvement of HR initiatives.
  • Analyzes organizational data to identify trends areas for improvement and best practices and develops actionable recommendations for HR and business leaders.

People Culture

  • Provides people and culture guidance and coaching to the organization and does whats needed to ensure excellent service and results.

Department Support

  • Provides daily support to assigned City departments including employee relations leaves of absence workers compensation claims policies and procedures and general HR inquiries.

Additional Duties as assigned

  • Generative conflict solutions between employees and management.
  • Investigates workplace issues and provides recommendations.
  • Collects exit interview data from departing employees ensuring confidentiality and accuracy. Analyzes the exit interview data to identify trends and patterns related to employee experience and provides a summary report.
  • Job description review and recommendations.
  • Participates on various committees and task forces.
  • Performs system testing develops ad hoc and legally mandated reports.
  • Performs other duties as assigned.

PREPARTATION AND TRAINING

Minimum Qualifications

Education
  • A Bachelors degree in Human Resources Administration Organizational Development Education Business Administration or a related field.

A combination of education and experience may be considered in lieu of a Bachelors degree.

Work Experience
  • 5 years of experience in HR roles with a focus on HRBP organizational effectiveness talent management change management employee experience or a related field.
  • Proven track record of leading and implementing organizational and human resources initiatives at scale.
  • Experience supporting complex change initiatives i.e. designing tools assessing organizational impacts implementing targeted strategies and measuring outcomes.
  • Proficiency in HR technology and tools including experience with employee engagement platforms and data analytics.
  • Designing and implementing effective organizational development programs.
  • Deep understanding of HR best standards employment laws and employee life cycle management.
Certifications and Licensure
  • None required. See below for preferred qualifications.

Preferred Qualifications

  • Masters degree in Business Administration (MBA); Human Resources Management (MHRM); Human Resource Development (HRD) or related field
  • Certifications in:
    • Organizational Development (ODCC/CP)
    • Change (CCMP CMS CPCM Prosci)
    • Coaching (ICF ICCP EMCC)
    • HR (PHR SHRMCP)
  • Experience supporting complex change initiatives i.e. designing tools assessing organizational impacts implementing targeted strategies and measuring outcomes

  • Advanced applied knowledge of Performance Talent Succession and Engagement strategies techniques and systems
  • Strong knowledge of Adult Learning Theory and experience with instructional design
  • Participate in the development of reactive and proactive training initiatives policies and projects across the company
  • Support continuous improvement in reviewing existing policies practices and processes and recommend changes with a mindset for enhancing the employee experience and while ensuring compliance with federal state and local employment laws
  • Organized detail oriented and able to manage multiple priorities in a fastpaced environment.

WORKING CONDITIONS

Work is performed in a standard office environment requiring sitting for extended periods of time and occasional light lifting (up to 25 lbs.). Job requires visual and physical capabilities to perform work on computers and associated equipment for prolonged periods of time (57 hours daily). This position qualifies for hybrid work up to three days per week or as consistent with current City policy.

SALARY RANGE

$85508 $128263 depending on qualifications
