Serve as a Program Manager NonTechnical supporting the U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) Guam Defense System (GDS) Joint Program Office (JPO) in Huntsville AL. This role involves managing highly complex and highrisk nontechnical programs overseeing program operations budget and schedules and supporting both CONUS and OCONUS activities. The candidate may support fixed price contracts contribute to program growth and business development within the current customer base and may assume limited profit and loss (P&L) responsibility. Program complexity is high and includes crossfunctional coordination vendor management and executivelevel communication.
- Create compose consolidate and review documentatione.g. correspondence briefings responses to inquiries and talking pointsfor correctness format grammar and compliance prior to approval or signature. Draft responses to internal and external taskers RFIs Congressional delegations and other key stakeholders.
- Support program updates and assist in developing executivelevel briefings including accomplishments risks issues impacts and challenges. Coordinate documents (e.g. white papers) conduct premeetings prepare and distribute readaheads and secure document approvals in advance of executive forums.
- Assist in developing Doctrine Organization Training Materiel Leadership Personnel Facilities and Policy (DOTMLPFP) requirements needed to operate and sustain the GDS.
- Attend and participate in organizational staff calls standups working groups IPRs and similar events; capture assess and monitor action items; engage in resolution processes; and propose responses to inquiries. Prepare meeting summaries and recommend closure strategies.
- Provide expertlevel assessments and analysis to assist program leadership in strategic planning and daily program management.
- Lead or contribute to program management forums such as tiger teams IPTs and ad hoc meetings.
- Collect review and analyze data from meetings and other sources to support reporting assessments and execution planning.
- Develop and present briefings analysis and reports to government stakeholders providing recommended courses of action in a concise and actionable format.
- Bachelors Degree required; an advanced degree in engineering business or a related field is preferred. Equivalent experience may be considered in lieu of a degree.
- Minimum of 15 years of overall programrelated experience with at least 10 years in program or functional management roles.
- 7 or more years of direct experience in Department of Defense (DoD) planning and execution.
- Experience supportingthe U.S. Armys Rapid Capabilities and Critical Technologies (RRCTO)
- Demonstrated experience supporting and engaging daily with senior DoD officials (O6/NHIV and above) including onsite support to DoD Program Offices in hightempo fastpaced environments.
- Proven ability to deliver highquality products on demand under tight timelines.
- Experience analyzing key program management artifacts such as acquisition strategies and plans execution documents and vendor management through contract PWS/SOWs.
- Strong familiarity with DoD budget and appropriation processes including the Presidents Budget Request (PBR) Program Objectives Memorandum (POM) Presidents Budget (PB) and 1N lists.
Desired Qualifications:
- Experience working with nontraditional defense contractors.
- Demonstrated experience supporting expedited or rapid acquisition programs.
- Familiarity with the Urgent Material Release process.
- Experience fielding systems to operational units.
- Background in Army program management.
- Knowledge of Army acquisition reform initiatives including the use of Other Transaction Agreements (OTAs).
- Experience supporting or embedded within one or more Army program offices.
