Shkaabe Makwa at CAMH is the first hospitalbased Centre in Canada designed to drive culturallyresponsive systems initiatives to achieve health justice and wellness for First Nations Inuit and Mtis through the advancement of research workforce development and innovative healing models that harmonize traditional knowledge and medical expertise.
Position Description:
Shkaabe Makwa is seeking a fulltime permanent Senior Health Policy Analyst to provide leadership advice and expertise in the development and analysis of policies and procedures that enable accessible high quality and culturally safe care for First Nations Inuit and Mtis patients at CAMH. Working in close collaboration with colleagues from across the hospital including the Clinical Care Pharmacy and Therapeutics and Operations Policy Committees the successful candidate will lead the review of CAMHs internal policies by applying Indigenous cultural safety antiracism and antioppressive lenses. The Senior Health Policy Analyst will act as a senior project resource on assigned initiatives and will represent Shkaabe Makwa on organizationalwide committees to ensure the perspectives and needs of First Nations Inuit and Mtis staff patients and families are included. This role will also keep abreast of public policies that affect First Nations Inuit and Mtis health and wellness and contribute to organizational policy projects.
Responsibilities
- Maintains detailed and current knowledge of government policy and legislation impacting First Nations Inuit and Mtis Peoples the substance use and mental health sectors health and social care systems and people with lived/living experience of mental illness and/or substance use.
- Leads the review and revision of clinical and administrative policies and procedures to ensure that they are reflecting the unique needs of First Nations Inuit and Mtis staff patients families and visitors
- Leads and participates in the development of briefs position papers and public policy documents
- Represents Shkaabe Makwa on organizational committees ensuring that the perspectives and needs of First Nations Inuit and Mtis staff patients and families are integrated.
- Undertakes research and analysis to support policy and practice recommendations related to key priorities (e.g. jurisdictional scans options analyses and impact assessments)
- Integrates a cultural safety intersectional antiracist and antioppressive lens as an essential component of policy analysis and development.
- Develops and maintains relationships with staff within CAMH as well as senior staff at all levels of government and Indigenousled organizations to consult and solicit input on proposed policies and procedures.
- Develops and fosters relationships with First Nations Inuit and Mtis communities service users people with lived/living experience and families/caregivers that support meaningful engagement consultation and collaboration throughout the policy development process.
- Leads the development and delivery of written documents and presentations for senior leadership and other stakeholders on policy program issues options and positions.
- Supports a workplace that embraces diversity encourages teamwork and complies with all applicable regulatory and legislative requirement.
This position requires the successful candidate to be First Nations Inuit or Mtis with demonstrated community connections.
The successful candidate will have:
- A Masters degree or equivalent experience in health policy/administration social work Indigenous studies public health or similar program from a recognized institution
- Minimum five (5) years experience working in the mental health and substance use sector government research or academic environment
- Knowledge of traditions cultures and values of First Nations Inuit and Mtis and an understanding of how these can be embedded and reflected in policies and procedures in a healthcare setting.
- Ability to think strategically and critically and to embed culturally safe antiracist and antioppressive practices across the policy development process.
- Demonstrated experience in health services research or policy and program analysis that promotes cultural safety and supports the wellness of First Nations Inuit and Mtis.
- Knowledge and understanding of measures that contribute to healing such as language ceremonies traditional healing practices cultural protocols community kinship.
- Strong knowledge and understanding of cultural safety equity antiracism antioppression and human rights issues and their relevance to Ontarios mental health and substance use system in order to advance inclusive and socially just options and analysis.
- Excellent oral and written communications skills
- Demonstrated ability to provide guidance and leadership to steering committees advisory circles and other types of governance structures.
- Demonstrated experience in building and maintaining relationships with local provincial and national Indigenousled/Indigenousfocused organizations First Nations Inuit and Mtis communities service providers and system partners.
- Advanced content expertise of mainstream and intersectional antiracist and antioppressive policy frameworks and a proven record of accomplishment of engaging others in open meaningful and productive dialogue about cultural safety truth and reconciliation antiracism and antioppression.
- Ability to use Microsoft Office suite and familiarity developing and using databases is an asset
- Ability to work effectively in a wide range of settings with individuals from diverse backgrounds
- Bilingualism (French/English) or proficiency in an Indigenous language would be an asset.
