Job Description

The New York City Department of Correction (DOC) is an integral part of the Citys evolving criminal justice system participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees visitors volunteers and people in our custody. Importantly safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully reenter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7500 diverse professionals and knowledgeable experts. One such facility is the Health Management Division.

The Health Management Division consists of several units which include a clinic sick desk medical records case management workers compensation toxicology absence control infection control home visit group Disciplinary investigations and administration.

The DOC seeks to employ a medical Director who will directly manage a team of doctors and nurses as well as the overall medical operations within the Division. In addition to managing a caseload the incumbent will review medical personnel performance document observations hold oneonone as well as group sessions to discuss issues of concern make recommendations and agree on plans of action to ensure satisfactory performance. The medical director will report findings to the Head of Division and First Deputy Commissioner.

The successful candidate will:
Oversee and direct the administration delivery and review of employee
medical and health services
Create a positive and productive work culture through leadership
Set standards for excellence in operations
Maintain high quality in the delivery of patient care
Implement clinical policies and procedures
Monitor medical providers performance
Resolve potential issues with patients
Evaluate the current HMD Case Management System and partner with Information
Technology to connect and streamline medical information and services seamlessly
across the Department
Evaluate the delivery of medical and health services
Assess the need for and practicability of additional employee medical programs and
upgrades in alignment with DOC expansion reform initiatives and executive action plans
Develop relationships with the medical community and treating physicians
Work closely with other senior Division leaders and DOC Facilities and Operational
Management Teams in identifying trends in sick leave usage workers compensation
line of duty injuries occupational illnesses infection control measures medical
separations medical status etc.
Provide insight on matters related to improving the effectiveness and efficiency
of medical care
Develop contingency plans to meet emerging demands address emergencies
and ensure compliance with applicable laws and Local mandates
Stay up to date with healthcare regulations
Partake in special projects; and
Assist or lead other related duties as assigned

Qualifications :

1. Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one year of experience in an administrative or supervisory capacity; or
2. A combination of education and/or experience equivalent to that listed in 1 above. However all candidates must have a valid license to practice medicine in the State of New York and one year of medical practice in an administrative or supervisory capacity.
