The ideal candidate at minimum must have the following:
OPTION 1:
- Completion of graduate course coursework in social or behavioral science health services public administration public policy management or comparable field;
- AND 24 mos. exp. in researching developing or implementing policies related to social services health services public policy or comparable field;
- AND 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets statistical analysis graphics presentation & word processing.
OR OPTION 2:
- Completion of undergraduate core program in social or behavioral science health services public administration public policy management or comparable field;
- AND 36 mos. exp. in researching developing or implementing policies related to social services health services public policy or comparable field;
- AND 12 mos. trg. or 12 mos. exp. in research methodology measurement & testing analysis of variance & survey sampling;
- AND 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets statistical analysis graphics presentation & word processing.
OR OPTION 3:
- 2 yrs. exp. as Human Services Developer 1 69461 with experience commensurate with duties to be assigned per posting of job opportunity.
OR OPTION 4:
- Equivalent of Minimum Class Qualifications For Employment noted above.

Pay Information
This position is in the State of Ohios SEIU/1199 Pay Range Schedule Pay Range 13. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $33.45 per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

The Office of Family Assistance (OFA) oversees cash and food assistance programs work support programs for recipients of cash and food assistance and refugee programs. Learn more about the office by visiting the Office of Family Assistance webpage.
What Youll Do
The Human Services Developer 2 of the Ohio benefits Program Policy Section provides technical assistance creates training and guidance documents and coordinates with other units to ensure that proper guidance and technical assistance is delivered to county workers to support the SNAP and TANF programs that the Office of Family Assistance oversees the administration of. The final candidates selected for these positions will perform the following duties:
- Research create and deliver policy and Ohio Benefits Worker Portal (OBWP) technical assistance for Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance to Needy Families (TANF) programs through a variety of methods and mediums.
- Develop/Lead/support/attend training conferences workshops and county engagement meetings.
- Coordinate with other Bureaus and employees in relation to policy and regulation compliance hearing decisions quality assurance findings and reporting requirements.
- Respond to related policy and system inquires from all levels of state and county government.
Potential Challenges: Understanding and applying the Ohio Administrative Code (OAC) in complex real life scenarios.
