DEQ has an open opportunity for two Environmental Program Consultants Data Analysis.

It is fulltime (40 hours per week) withState Benefitsfor a limited time.

These positions currently qualify for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be selfmotivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


Both positions are in the Division of Water Resources Public Water Supply (PWS) Section and help ensure that all PWS systems statewide are in compliance with the federal Safe Drinking Water Act the NC Drinking Water Act and other related rules and regulations.


Positionin the Certification ProtectionAdministrative Branch assists with theDrinking Water Protection Program includingleading implementation of the Source Water Assessment Program (SWAP) Model. The position alsoassists with other projects and GISrelated work for the PWS Section as assigned.


Positionin the Compliance Services Branch has a focus on geospatial data related to PFAS emerging compounds and other unregulated and regulated contaminants. The position alsoassists with other projects and GISrelated work for the PWS Section as assigned.


Positions require the ability to comprehend and properly interpret regulatory documents perform detailed review and analysis of data sets evaluate data and identify relationships and trends conducive to system evaluation and improvement and effectively communicate regulatory and technical information to a range of audiences (little to no subject matter knowledge to subject matter experts).Site visits require the ability to navigate through rough and uneven terrain and work in unfavorable conditions including exposure to heat/cold/inclement weather noise dust fumes machinery and insects. May drive state vehicles; valid Drivers License required. Occasional overnight travel required. EPCs in these positions generally spend less than 5% of their time in the field.


Key Roles and Responsibilities:


Geospatial Data Management

  • Create and manage geospatial data
  • Ensure easy data access by internal and external users
  • Organize create update and maintain datasets including metadata
  • Assist in managing DWRs geodatabase infrastructure
  • Develop ETL (Extract Transform and Load) tools to create data flows between PWS Section spatial and nonspatial databases including automated backup processes for these data and analysis tools


Spatial Data Application Development

  • Develop and expand existing map applications to assist in determining where technical or financial assistance may be needed to assist with protecting public health
  • Develop and maintain geoprocessing models scripts and procedures to assist permitting process improvement
  • Provide online dashboards for easily accessing the Sections spatial data
  • Perform data quality analysis (QA) of large historic drinking water databases as needed
  • Develop field data collection applications and coordinate implementation across the Section


Technical Consultation and Support

  • Utilize ESRI/ArcGIS tools to create/recreate model components; play a major role as part of a team to redevelop models
  • Identify and implement workflow efficiencies in the data gathering and model input process


Project Management

  • Provide management and/or consultation on projects related to area of focus in support of Section goals
  • Anticipate project problems and lead collaboration to avoid and manage problems; negotiate new or revised project timelines and/or outcomes


Training

  • Provide training on current and new platform tools for internal and external use


The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolinas drinking surface and groundwater for all waterbodies including lakes streams rivers wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance investigations regulatory compliance and enforcement monitoring and field assessments certifications laboratory analysis and testing planning water quality standards management educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations Water Sciences Public Water Supply Water Quality Permitting Water Quality NPDES Permitting and Water Planning. DWRs
Public Water Supply(PWS) Sectionpromotespublic health by ensuring that safe potable water is available in adequate quantities to the residents and visitors of North Carolina served by PWS systems by assuring that such systems are properly located constructed operated and maintained. PWS systemsprovide piped drinking water to at least 15 connections or 25 or more people 60 or more days per year.The section has branches and programs for: implementation of the mandates of the federal Safe Drinking Water Act; review and approval of plans and specifications for new and expanding or improving PWS systems; inspections investigations and technical assistance; emergency responses and complaint investigations; source water assessment protection and wellhead protection; capacity development; and administration of an operating fee permit program.

Minimum Education and Experience Requirements

Masters degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three (3) years of experience related to the area of assignment or an equivalent combination of education and experience.
