Job Description

Introduction

Internal only Open only to current City of New Haven Employees meeting minimum requirements. Internal candidate under consideration.

PRIMARY FUNCTIONS

This is a responsible and professional position providing oversight and development of appropriate and effective project management procedures for housing development projects administered by LCI. Responsibilities also include ensuring compliance with all regulatory requirements.

Primary responsibilities are accomplished through both direct project oversight and supervision of project managers.

This position would oversee the residential licensing business license project. This involves tracking all properties subject to the Residential business licensing ordinance ensuring compliance with the ordinance and overseeing the tracking and distribution of notices when properties arent in compliance and citations when necessary.

TYPICAL DUTIES AND RESPONSIBILITIES

  • The duties listed below are intended only as illustrations of the various types of tasks that may be performed. The omission of specific statements of duties does not exclude them from the position if other duties are similar related or a logical assignment to the position.
  • Supervises staff assigned to Administrative Services Division of LCI. Supervisory duties include review of individual projects for timely and appropriate documentation and completion of project development; and implementation of effective staff development and support.*1
  • Meets regularly with other funding sources to insure open communication on shared development projects.
  • Works closely with neighborhood organizations and stakeholders in identifying potential development projects.
  • Recommends allocation of funding for proposed projects.
  • Monitors and authorizes payments during development of projects.*2
  • Attends meetings and/or training sessions sponsored by professional organizations and government agencies to maintain up to date knowledge of funding sources laws and regulations and construction requirements.
  • Works closely with the LCI Legal Division to ensure that all development projects meet legal and ethical standards.
  • Provides advice to the Executive Director on issues related to project development as well as other issues of concern to LCI. *3
  • Provides technical support to developers seeking funding assistance. Support duties include educating developers on LCIs policies procedures and appropriate applications; as well as site visits and working with developers during financing and construction phases to insure appropriate and timely completion of projects.
As part of the Residential Licensing Program
*1 the supervisory duties include managing staff assigned projects such as inspection.
*2 monitoring payments will include tracking of licensing fees and processing filing of exemptions.
*3 providing advice and updates to the Director will include preparing and maintaining records and databases.

    EDUCATION QUALIFICATIONS & EXPERIENCE

    Graduation from an accredited fouryear college or university with major course work in community development business administration public administration or a related field and at least two years of experience as a project manager of community development projects including supervisory experience and fiscal management of allocated grant funding or any equivalent combination of training and experience which provides the following knowledge abilities and skills:

    KNOWLEDGE EXPERIENCE SKILLS & ABILITIES

    • Some knowledge of federal state and local laws and regulations impacting housing development projects.
    • Some knowledge of various funding sources related to housing development.
    • Some knowledge of the principles and practices of governmental and nonprofit budgeting and accounting.
    • Skill in communicating effectively both orally and in writing. *1
    • Ability to supervise support and develop the performance of other professional staff.
    • Ability to coordinate multiple projects.*2
    • Ability to seek out potential development projects within the community.
    • Must possess computer literacy skills that include Microsoft Word Excel Internet and email.*3
    As part of the Residential Licensing Program
    *1 Effective communication may be with staff residents landlords and other stakeholders.
    *2 Coordinating multiple projects involves managing high volumes of information and tracking workflows.
    *3 Computer literacy skills may be used for database management and electronic filings.

      NECESSARY SPECIAL REQUIREMENTS

      • Internal only Open only to current City of New Haven Employees meeting minimum requirements. Internal candidate under consideration.

      SALARY BARGAINING UNIT & TERMS OF EMPLOYMENT

      This is a Special Fund nontested position. Continued employment contingent upon availability of future funding. Funding may be terminated at any time.

      This position is included in a collective bargaining agreement with Local 3144 American Federation of State County and Municipal Employees.
