Job Description

Introduction

** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEEEMPLOYEES ONLY**

Purpose

The Business Operations Manager oversees directs andmonitors business operations related to accounts grants and local capitalproject compliance for the Department of Public Works Infrastructure division.

Essential Functions

Leadership

  • Supervise accounting and administrative staff responsible for grant and local capital projects within the Infrastructure Services Division including the Sewer Maintenance Fund.
  • Review advise and instruct staff on the accurate recording and reporting of accounting transactions in alignment with City financial policies and procedures.
  • Establish work priorities for staff to ensure timely task completion and adherence to deadlines.
  • Collaborate with staff to ensure successful project completion that aligns with the Citys best interests.
  • Communicate concerns issues and activities to the divisional supervisors and staff taking corrective action as needed.
  • Manage personnel matters including recruitment hiring performance management and development leave administration and disciplinary action.

Accounting

  • Oversee the analysis of local and grantfunded projects ensuring effective fund monitoring to support timely project initiation execution and closure.
  • Direct the review and analysis of the Wisconsin Department of Transportation (WisDOT) grant invoices coordinating with City and WisDOT Project Managers and accounting departments to ensure all invoices are accurate and paid on time.
  • Review grant resolutions and grant subconsultant contracts for compliance with City and grantor rules.
  • Oversee the preparation of or prepare management financial reports for review by the City Engineer and Infrastructure Services Division section heads.

Administrative

  • Direct the completion of or prepare various reports to other agencies including the Wisconsin Department of Natural Resources the Wisconsin Department of Transportation and the Milwaukee Metropolitan Sewerage District.
  • Lead the preparation coordination and review of documents required to be submitted to the grantor to reimburse the Infrastructure Services Division operating and capital grants.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixedterm position.
  2. Bachelors degree in Accounting from an accredited college or university.
  3. Four years of progressively responsible experience performing accountingrelated functions.
Equivalent combinations of education and experience may beconsidered.

Desirable Qualifications

  • Certified Public Accountant (CPA) Certification.
  • Masters degree in Accounting.
  • Management or supervisory experience.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of accounting budgeting and financial management principles.
  • Familiarity with accounting standards for governmental entities such as the Government Accounting Standards Board (GASB) guidelines.
  • Ability to learn various software systems including the City of Milwaukees FMIS.
  • Ability to manage capital projects grant funding and reporting processes.
  • Ability to understand interpret and apply the Citys budgetary process and procedures.
  • Ability to read and interpret jobrelated materials such as budgets reports and correspondence.
  • Ability to accurately calculate budgeting accounting and reporting tasks using mathematics and statistical concepts.
  • Advanced skill in using standard computer applications such as Microsoft Office specifically Excel to create documents manage databases generate spreadsheets and prepare reports.
  • Ability to perform financial analysis and identify opportunities for process improvements.
  • Ability to effectively carry out duties associated with workplace compliance rules policies procedures and programs.

Leadership

  • Ability to supervise and guide staff setting performance standards and effectively monitoring their progress and performance.
  • Ability to administer work rules policies and procedures to ensure consistent and efficient operations.
  • Knowledge of leadership principles and best practices.
  • Skill in coaching counseling and mentoring.
  • Ability to create and develop a diverse work team where all members can reach their potential.
  • Ability to foster an environment of inclusion where all employees are treated respectfully are valued for their strengths and feel that they can safely express themselves.

  • Verbal communication skills to clearly explain budget requirements spending reports and variances to both internal and external personnel.
  • Ability to convey both technical and nontechnical information clearly to individuals at all organizational levels.
  • Written communication skills with the ability to prepare detailed reports and documents using proper grammar and punctuation.
  • Customer service skills and tact diplomacy and cultural sensitivity.

  • Analytical skills to research and review information identify trends and variances and propose effective solutions.
  • Problemsolving abilities to investigate issues analyze data and provide actionable recommendations.
  • Skill in organizing and prioritizing multiple tasks to meet varying deadlines.

  • Honesty integrity and careful adherence to ethical principles for accountants while responsibly managing City resources.
  • Ability to maintain confidentiality and handle sensitive information with discretion.

Current Salary

The current salary range(Pay Range 1HX) is$82677$105223and the resident incentive salary range for City of Milwaukee residents is$85158$108380.Appointmentabove the minimum is possible based upon level of experience and otherqualifications and is subject to approval.

Selection Process

THE SELECTION PROCESSwill be jobrelated and willconsist of one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Department of Public Worksreserves the right to call only the most qualified candidates to proceed in theselection process. Information from the selection process will be used to makea hiring decision. Selected candidates will be transferred and/or promoted tothe position.

NOTE:Transfer/Promotional Opportunities andPromotional Examinations are not open to Milwaukee Public Schools employees orto the public. Only current City of Milwaukee employees and civilian personnelin MFD and MPD hired through a City Service Commission process who havesuccessfully passed a probationary period for a Civil Service position or whohave status as a City of Milwaukee employee in a fixedterm position will beconsidered. Individuals with exempt provisional temporary or emergencyappointments are not eligible for transfer.
