Why do I see two salary ranges
The City of Greeley in compliance with Colorado State law includes a salary range for all positions. This law is intended to improve wage transparency. The City of Greeley in support of wage transparency posts both the full salary range for each position (what you might anticipate your earning could be if you work for the City of Greeley for some time) as well as the anticipated hiring range (the range within which the City anticipates making an offer). The actual offer extended will be based on your years of relevant experience education certifications and potentially other factors.
Job Summary:

As a senior management professional this position will direct all work related to the planning preparation and administration of the Citys annual operating budget enterprise funds grant funds capital improvement plans and multiyear Revenue and Expenditure Forecast systems and models.
Experience Education and Skills:
Minimum Requirements
Bachelors degree in political science public administration business administration or related field.
Eight (8) or more years of government or public service experience.
Twelve (12) years of relevant experience
OR
Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job
AND
Possession of a valid drivers license.
Preferred
Experience working with elected official at the federal state or local level or as a public or private sector manager.
Masters degree in public or business administration or a degree in a technical field related to a municipal function.
Knowledge Skills and Abilities
Knowledge of the history and legal decisions related to environmental economic political and other factors impacting the community or affecting longrange plans.
Knowledge of City operations budgeting fiscal administration management and longrange planning policies practices and procedures.
Have a solid understanding of the complex systems at play between human environmental financial and operational systems in order to proactively plan for future scenarios combat natural disasters and support impacted communities in times of crisis.
Skill in integrating and synthesizing others viewpoints to build alignment of diverse perspectives to achieve results.
Skill in comprehensive public speaking and public relations methods to convey persuade negotiate and mediate issues.
Skill in interpreting oral written mathematical and technical information and data dealing with complex abstract and concrete variables to identify analyze and solve practical management problems of considerable difficulty such as prioritization of citywide initiatives programs and processes.
Develops and implements citywide goals policies and strategic plans.
Capable of systems thinking to see interdependent relationships and recognize multiple causes and effects of community issues to predict or anticipate the consequences of policy decisions and to community and organizational resources.
Demonstrated cultural competence to effectively interact work and develop meaningful relationships with people of diverse identities perspectives and cultural backgrounds.

Ability to establish and maintain effective working relationships with businesses financial institutions coworkers department heads officials customers regulatory agencies and the general public.

Travel
Approximately 10% flexible local travel required.
Essential Functions:
BUDGET
Directs and coordinates the Citys annual budget and longrange planning; directs the preparation of budget analyses and reports.
Conducts research and/or analyzes accounting and budget reports in order to evaluate budget related fiscal data identify trends and problem areas conduct budget and finance studies and prepare reports.
Review and process budget amendments which includes placing items on Council agenda and preparing financial reports to Accounting and external auditors tracking changes in budget amounts from the initial adopted budget.
Plans and conducts complex budgetary financial and operational analyses and studies. Develops recommendations while dealing with uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/budgetary objectives and changing guidelines.
Provides technical authority expertise and services to line departmental staff to analyze advice and recommend specific solutions to budget formulation justification presentation and execution issues.
STRATEGIC PLANNING
Evaluates and develops citywide goals policies and strategic plans.
Coordinates the integration of strategic plan goals strategies and performance measures into the budget process.
Assesses and identifies organization and community needs and opportunities and develops strategic initiatives.
Researches analyzes and identifies funding resources to ensure program goals and objectives are met.
Identifies opportunities for improvement to current strategies.
COLLABORATION & COMMUNICATION
Collaborates with other departments and jurisdictions; business and civic groups; academic institutions; and other Local State and Federal agencies for multijurisdictional projects.
Coordinates meetings with the Mayor City Council the City Manager department directors officials and other specialized organizations regarding budgetary initiatives.
Creates comprehensive communication and/or marketing plans to address internal and external audiences in order to create visibility transparency and support for strategic initiatives surrounding capital programs and budget efforts.
Prepares correspondence financial and management reports recommendations and responses to inquiries from internal and external sources in order to communicate budgetrelated information to City officials coworkers and the general public.
Explains and presents technical budget and financial information in nontechnical formats; Makes presentations to City Council and others as required.
Maintains budgetrelated information on the citys website.
LEADERSHIP
Plans organizes and directs the activities of the Citys Budget Department.
Prepare department strategic and operating plan including identifying documenting monitoring and evaluating goals objectives priorities and activities.
Recruits develops retains and provides guidance and direction to assigned staff to ensure completion of goals and objectives.
Performs other duties as assigned.
Supervisory Responsibilities:

Work Environment
Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
Work in a stationary position at desk or at computer for considerable periods of time.
Operate computers calculators and other office machines.
Extensive reading and close vision work.
May work alone for extended periods of time at the office.

Physical Requirements
