ATTENTION ALASKA RESIDENTS!
The Department of Transportation and Public Facilities (DOT&PF) Central Region is looking for a Engineering Assistant 3 / Engineering Associate / Engineer/Architect 1 to help us Keep Alaska Moving!
Base Salary Information:
Engineering Assistant 3: $41.93 hourly (OT Eligible)
Engineering Associate: $41.93 hourly (OT Eligible)
Engineer / Architect 1: $3359.25 biweekly (OT Ineligible)

What you will be doing:

This position works closely with the Construction Project Managers toassist with administering contracted consultants performing construction duties and assistance during construction for state funded and federal aid projects.

Engineering Assistant 3

This task involves researching understanding and applying construction standards and regional procedures to develop construction professional service agreements (PSAs). This task also involves assisting in the preparation of presolicitation estimates and assisting in developing draft PSAs with consultants.


Engineering Associate

This position would assist in the preparation of PSAs in coordination with Central Region Contracts Section as well as review invoices submitted by the consultants for construction engineering duties performed on state funded and federal aid projects. The Engineering Associate displays a medium to high level of independence of performance in administering construction PSAs. This position may assist or review work of lowerlevel engineering assistants.


Engineer/Architect 1

This position acts as a first level registered professional engineer assisting a Construction Manager in all aspects of developing a PSA with construction engineering consultants. Duties include developing and maintaining professional service contracts with engineering firms for the construction of state funded and federal aid projects. The Engineer/Architect 1 displays a high level of independence of performance in administering construction engineering PSAs. This position may assist or review work of lowerlevel engineering assistants.


This position writes Scopes of Services and Requests for Proposals prepares cost estimates for the Scopes of Services assists with consultant selection negotiates with consultants on cost and scope prepares consultant contracts (i.e. write Notice to proceeds and Records of Negotiation) recommends to the Construction Manager what funding amounts to encumber and issues signed Notices to Proceed to the consultants.


This flex position allows for growth and increased responsibility as experience and professional licensure is obtained. Depending on your qualifications you may be placed at the Engineering Assistant 3 Engineering Associate or Engineer/Architect 1 level. After successfully completing a oneyear probationary period and the required training plan you will have the opportunity to advance to the next level.

The working environment you can expect:
This position is permanently stationed in Anchorage but may require periodic travel within the region to construction sites. The successful incumbent will be interacting with project staff project managers as well as other working groups both inside and outside of the Department of Transportation. They will be preparing and reviewing consultant contracts and ensuring compliance with local state and federal requirements. Computer skills and organizational skills are imperative to this position. Knowledge of construction practices is extremely useful in working with resolving issues.

Special Note:
Professional Engineer License is required if applying at the Engineer/Architect 1 level.

Engineering Assistant 3:
Bachelors degree with a major in engineering architecture or land surveying from an institution accredited by ABET.
AND
Two years of engineering architectural or land surveying experience of which one year was at the working or intermediate trainee level. The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.

Or:
A bachelors degree with a major in a branch of engineering from an institution not accredited by ABET.
AND
An EngineerInTraining (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
AND
Two years of engineering architectural or land surveying experience of which one year was at the working or intermediate trainee level. The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.

Substitutions:
Four years of any combination of ABET accredited postsecondary education in engineering architecture or land surveying (3 semester/4 quarter hours equal one month) and/or engineering architectural or land surveying experience may substitute for the required degree.

Graduate study in engineering or architecture may be substituted for the required experience (2 semester/3 quarter hours equal one month).

Engineering Associate:
Eight years of progressively responsible work experience in engineering land surveying or architecture of which one year was as an Engineering Assistant 3 with the State of Alaska or the equivalent elsewhere.

Substitution:
ABET accredited college or technical school courses in engineering architecture land surveying or a closely related curriculum may be substituted for the nonspecific required experience (3 semester/4 quarter hours equal one month). A bachelors degree with a major in engineering architecture or land surveying from an institution accredited by ABET may substitute for four years of the nonspecific required experience.

Engineer/Architect 1:
Registration as a Professional Engineer (PE) or Architect.

Note: Positions in this class require professional registration as either an Engineer or an Architect. The employer will designate which professional field is required for each position.

Special Note:
Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

This position is flexibly staffed. It may be filled at the Engineering Assistant 3 Engineering Associate orEngineer/Architect 1 Level depending on the applicants training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. The level of the job offer will be based on the selected candidates credibly possessed and proven competencies. If hired at the lower level you will be promoted to the higher level after successfully completing the training plan and demonstrating competency in the work.
