Compensation Range:The annual salary range for this position starts at $130000.
Compensation for each position is determined not only by years of relevant experience education and skills but also by maintaining internal pay equity. Position Summary:The Chief Operating Officer Oversees internal operations ensuring the organization runs smoothly and role involves managing program and operational activities leading teams and aligning operations with the organizations mission and strategic goals. The COO provides overall clinical and administrative leadership for all program areas to manage clinical risk and to ensure high program quality compliance with accreditation and federal/state funding regulations/ requirements and adherence to budget. The COO works with agency leadership to develop a strategic plan and to ensure implementation of applicable law and state and federal mandates and regulations including financial corporate compliance employment and licensing/accreditation requirements.
Essential Responsibilities:
- Provides overall clinical and administrative leadership for all program areas (residential community support adult child and family outpatient) while ensuring program performance and effectiveness.
- Provides operational leadership to the Performance Improvement MIS IT and Communications Departments ensuring collaboration with program operations and agencys mission.
- Reviews and develops program initiatives including potential new service areas; participates in grant development and other funding initiatives to support services.
- In conjunction with the President/CEO and senior leaders participates in the development and implementation of the mission vision and values of the organization.
- Serves as the agency corporate compliance officer overseeing clinical and administrative audits developing corporate compliance policies/procedures ensuring that outcome measures are maintained and results reported.
- Develops agency policies and procedures according to state regulations and funders requirements.
- Works in partnership with executive leaders in creation of agency strategic plan every 3 years ensuring goals identified in plan are achieved.
- Presents facilitates and lead assigned process and quality improvement initiatives using methods of cultureappropriate team building team energizing data gathering and analysis problem solving and project management.
- Oversees reporting and monitoring of organizational performance metrics providing guidance and leadership on measurement reporting processes
- Oversees budgetary activities within each division/program through senior management staff in tracking expenses and revenue.
- Works with the agencys Performance Improvement Department on clinical outcome tracking and maintaining compliance with clinical documentation and accreditation requirements.
- Represents the agency at administrative and contract negotiations meetings with major funders maximizing program effectiveness and results.
- Facilitates Critical Incident Review Meetings and clinical reviews for adverse events ensuring complete resolutions.
- Oversees the management of agency risk as it relates to both clinical and administrative activities ensuring there are guidelines in place to monitor access and develop action plans to mitigate the risk to the organization.

Requirements:
- Masters degree in behavioral health (psychology social work counseling marriage and family therapy alcohol and drug counseling) required.
- CT Licensure in a behavioral health discipline (LCSW LADC LMFT LPC PhD PsyD).
- CT Drivers License.
- Minimum of twelve 12 years of experience in the behavioral health field with eight 8 years in senior management.
- Experience in or the ability and willingness to learn how to use an Electronic Medical Record (EMR) system for auditing and data gathering
- Proficiency/familiarity with clinical and financial procedures and models.
