The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado including hospitals clinics ambulatory surgical facilities renal dialysis centers emergency medical services providers designated and nondesignated trauma centers long term care facilities and many other specific types of healthcare services. The division licenses certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
As outlined in statute (C.R.S. Section 253.5101 et seq. the purpose of the Emergency Medical and Trauma Services Branch is to reduce morbidity and mortality resulting from sudden illness and injury by overseeing the delivery of emergency medical and trauma (EMTS) services in Colorado. The branch improves access to healthcare services and/or interventions through the establishment maintenance and control of the EMTS system components. The regulatory responsibilities of the work unit include the certification of EMS providers the licensing of ground ambulance agencies the recognition of educational institutions that deliver initial EMS provider training and continuing education the licensure of ground ambulance agencies the administration and management of the EMTS funding program the and the designation of hospitals and trauma centers. The State Emergency Medical and Trauma Services Advisory Council (SEMTAC) the Emergency Medical Practice Advisory Council (EMPAC) the 1:1 Regional Emergency Medical Trauma Councils (RETACs) the Destination Review Committee the Pediatric Emergency Care Committee and other stakeholders provide input on the work of the branch. Guidance direction and the standards from national EMTS models are also considered in system development and modification.
Summary of Position:
This position is the EMTS Enforcement expert and this positions role includes determining how investigations are conducted and making recommendations about what operation should be carried out. These matters include assessing the complaint intake process determining the priority of assigned cases what witnesses and evidence are needed and monitoring all disciplinary and enforcement investigations and actions involving EMTS providers ground ambulance agencies air ambulance agencies trauma centers education programs and emergency medical responders. This position works closely with the EMTS Enforcement Coordinator providing instruction guidance and oversight on the handling of complaints and investigations from their receipt through final agency action. This position investigates reported or suspected violations of state laws and regulations and agency policies. This person prepares detailed confidential reports and summaries of investigations. This position maintains records of investigations and related data. This position may give presentations and training on applicable laws certifications and licensure regulations This position requires an extensive knowledge of a variety of laws and regulations about emergency medical and trauma services as well as knowledge of criminal law. Rule interpretation and application are constantly required in this position as are reading comprehension quality critical thinking and investigatory skills.

Minimum of three years of experience in a compliance role.
J.D. or paralegal certificate.
Bachelors degree in legal studies criminal justice or related field.
Demonstrated knowledge of relevant laws and regulations.
