Job Description

Overview

Under the general guidance and executive leadership of the Vice President/CFO the Deputy Chief of Finance plans manages supervises and coordinates the operations of the Finance Division including finance and accounting operational and capital budgeting planning and forecasting investment management internal audits debt management capital planning for the Tucson Airport Authority (TAA) operator of the Tucson International Airport (TUS) and Ryan Airfield (RYN).

Responsibilities

Essential Functions:
The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.

  • Support and advocate for TAAs Mission Vision Guiding Principles and act as a champion and rolemodel of TAAs Cultural Fundamentals.
  • Oversee and manage a detailed and realistic operational budget within TAAs fiscal limitations; be diligent in carrying out fiduciary responsibilities.
  • Compare financial results with operating plans and standards; provide reports and interpret the results of operations to all levels of management including the formulation of accounting policies the preparation of financial statements and operating data the coordination of systems and procedures and special reports as required.
  • Work with the VP/CFO to formulate strategies and tactics for the management of company resources to maximize bottom line results and return on investments.
  • In the VP/CFOs absence report and present financial results to the Board with confidence and the ability to field specific finance and accounting questions.
  • Lead and mentor division personnel establish an atmosphere that embraces the TAAs mission vision guiding principles Cultural Fundamentals and strategic plan.
  • Oversee and manage the forecasting of short and longrange cash requirements and obligations as a basis for maintaining adequate funds.
  • Establish priorities and best practices based on TAA needs. Continually evaluate and ensure that the team and division are correctly executing the priorities and practices. Recommend and implement process improvements to optimize efficiency and productivity.
  • Plan organize and manage the development maintenance and operation of the following accounting and finance functions:
    • Internal and external reporting of financial results
    • General ledger accounting
    • Payroll
    • Accounts payable
    • Billing accounts receivable and collections
    • Capital spending and fixed asset accounting
    • Annual and longrange budgeting and financial planning
    • Financial forecasting and analysis
    • Cash and investment management
    • Debt management
    • Calculation of airline rates and charges
    • Compliance with financial requirements of airline agreements
  • Coordinate and administer a financial business plan that allows TAA to manage and control operating and nonoperating revenues and expenses capital spending and debt service to deliver on TAA leadership priorities and commitments as well as airline use agreement and/or airline rates and charges requirements.
  • Continually monitor and update Finance Strategic Plan to align with TAA Strategic Plan.
  • Compare TAAs actual financial performance with plans and standards. Provide reports and interpret the results of operations to all levels of management including preparing cost center and departmental financial reports and operating data and special reports as required.
  • Ensure accounting systems are maintained and financial statements are prepared in accordance with generally accepted accounting principles applicable to governmental and airport entities.
  • Ensure proper reporting and payment of all applicable federal state and local taxes.
  • Forecast short and longrange cash requirements as a basis for maintaining adequate funds.
  • Manage issuance of airport bonds and associated requirements including relationships with airport financial consultants financial advisors underwriters and bond counsel.
  • Assure protection of TAA assets and accurate financial reporting through development and implementation of proper internal controls.
  • Keep the Vice President/CFO informed of the departments performance and assist in maintaining an effective external and internal communication system among all division departments the Board community leaders outside agencies consultants and others.
  • Act within the scope of authority and ensure that TAAs management objectives principles policies programs and guidelines are consistently observed.

Qualifications

Position Requirements:

  • A bachelors degree from an accredited college or university in finance accounting business administration or related field. MBA and/or CPA preferred.
  • A minimum of eight years of progressive people management and financial experience.
  • A minimum of three years of experience at a commercial service airport.
  • Strong organizational leadership skills.
  • Financial statement auditing experience highly preferred.
  • Knowledge and experience overseeing integrated ERP and accounting systems highly preferred.

Licenses; Certificates; Special Requirements

  • Valid Arizona drivers license.
  • Must obtain and maintain access to the Security Identification Display Area (SIDA).
  • Encouraged to receive the American Association of Airport Executives (AAAE) Certified Member (C.M. certification within 24 months of employment.
  • Must successfully complete the National Incident Management System (NIMS)and 800 course requirements and certification within the first year of assuming the position.
  • Will serve at the pleasure of the President/CEO and is not covered under the appeals process.
