The Office of County Administration (OCA) was established by the Harris County Commissioners Court in June of 2021. OCA is responsible for overseeing the daytoday operations of Harris County government. OCA is led by County Administrator Diana Ramirez who is appointed by Commissioners Court and serves as Harris Countys Chief Administrative Officer. The County Administrator is tasked with direct supervision of 16 departments and broad coordination of longterm strategic planning efforts performance management and fiscal responsibility in alignment with Commissioners Court goals.
About The Position:
Harris County is leading a coalition of partners to educate the public on the growing need for battery and electronics recycling (ZEEBRA: Zoos Educating on Electronics and Battery Recycling Awareness). The Harris County Office of Sustainability (OS) seeks an experienced professional highly motivated and dedicated Project Analyst to join the ZEEBRA team and assist with project management and implementation of project objectives.
Under the supervision of the Sustainability Manager the Project Analyst will play a crucial role in the management and implementation of the ZEEBRA program. The position will be responsible for program administration research ensuring grant compliance and meeting reporting requirements. Other duties include processing invoices and reporting on program metrics with frequent opportunities to collaborate and evaluate project design program improvement new program development and stakeholder outreach efforts.
Duties and Responsibilities:
Program Administration:
Collaborate with the Director of Sustainability Sustainability Manager and subrecipients to implement project tasks including but not limited to background research communications outreach education and project documentation.
Assist with program budgeting including tracking expenditures tracking budget restrictions forecasting future spending and acquiring appropriate supplemental funding.
Responsible for other administrative tasks including but not limited to calendar management scheduling meetings writing meeting notes manage correspondence with stakeholders document preparation etc.
Compliance and Reporting:
Collaborates with the Sustainability Manager to ensure compliance with all federal grant regulations and reporting requirements. This involves meticulous recordkeeping and timely reporting on project progress and financial usage.
Oversees the progress of the ZEEBRA project monitoring key performance indicators and evaluating outcomes. Makes necessary adjustments to project plans to ensure successful implementation and achievement of grant milestones goals and objectives.
Conducts risk assessments related to grant projects identifying potential risks and developing mitigation strategies to ensure successful project outcomes and adherence to grant guidelines.
Collaboration Stakeholder Engagement and Capacity Building:
Collaborates with internal and external stakeholders to coordinate and align efforts related to circularity energy and sustainability. Engages with organizations and partners to foster collaboration and maximize the impact of grantfunded initiatives.
Collaborate with subrecipients to conduct background research on electronics and battery recycling and other topics as needed.
Adaptability to Policy Changes:
Stays updated with changes in federal policies related to circularity energy and sustainability ensuring grant strategies are adaptable to evolving regulations and funding priorities.
Other Duties:
Establishes effective working relationships with departments and the staff of elected officials.
Prepares and reviews periodic reports to inform Commissioners Court of progress on ZEEBRA performance.
Completes special projects and other duties as assigned working on a wide variety of financial administrative professional and management issues.

Education and Experience:
Bachelors Degree in Environmental Science Sustainability Public Policy Finance Economics Public Administration Engineering Business or a field directly related to the type of work being performed.
Zero to two 02 years of professional administrative policy financial analytical or consulting experience related to the type of work being performed.
Knowledge Skills and Abilities:
Knowledge of environmental issues and trends specific to Harris County and the State of Texas.
Knowledge of federal grant processes particularly those pertaining to the Department of Energy.
Develop sound conclusions and recommendations informed by data and best practices. Represent recommendations in a way that is compelling to various institutional and public audiences.
Knowledge of principles and practices of policy analysis and development goal setting program development implementation and evaluation.
Highly skilled in oral and written communications grant writing and working with external stakeholders and various business professional educational regulatory advocacy and legislative organizations.
Highly skilled in handling multiple tasks prioritizing and organizing meetings.
Highly skilled in using computers and related software applications including project management applications.
Highly skilled in preparing and analyzing data reports and studies and problemsolving.
Build and maintain effective working relationships with Commissioners Court County colleagues stakeholders and the public.
Demonstrated ability to exercise tact diplomacy leadership independent judgment and emotional intelligence in dealing with highly sensitive complex and/or ambiguous issues conversations and situations within general policy guidelines.
Demonstrated ability to develop strategic direction and program implementation collaboratively with various stakeholder groups.
Masters Degree in subject areas listed above.
Position Type and Typical Hours of Work:
Works nights and weekends as required.
Work Environment and Physical Demands:
This position is based in an office environment where the use of standard office equipment such as computers phones scanners and filing cabinets is routine.
This is largely a sedentary role. However requirements include the ability to lift files up to 10 pounds open filing cabinets and bend or stand as necessary.
