Job Description

What Youll Be Doing

In accordance with the Department of Housing and Urban Development (HUD) rules and regulations for the CoC (Continuum of Care) PSH (Permanent Supportive Housing) Program the CoC Senior Intake Specialist is responsible for determining client eligibility and conducting initial interim and annual income certifications and tenant rent calculations. This position will focus on assisting Adult and Family Permanent Support Housing (PSH) Housing Sites. This position is under the general direction of the CoC Program Manager. The Senior Intake Specialist supports the goals of the department by determining eligibility and completing movein paperwork and certification paperwork in a timely manner so that people can move into housing quickly and can sustain housing.

Essential Duties and Responsibilities:

  • Determines applicant eligibility for the CoC PSH Program 
  • Provides technical assistance to housing providers and coordinated entry staff on CoC eligibility requirements and documentation thresholds
  • Performs initial income verification and calculates tenant portion of rent
  • Prepares the Housing Assistance Payment (HAP) Contract with respective housing site sponsor
  • Follows the HSH CoC PSH referral process flow in partnership with team members housing providers and Coordinated Entry staff
  • Completes annual and interim income recertifications of tenants in the CoC PSH Program
  • Saves all correspondence and documentation in the HSH client file and uploads documentation to the ONE System as needed
  • Creates and maintains client folders and files in Box according to a standardized folder and file naming structure
  • Maintains accurate record keeping including tenant eligibility information and financial assistance received
  • Maintains tracking system to ensure annual recertifications are completed
  • Composes and prepares correspondence to tenants and CoC Subrecipients including but not limited to 60day and 30day notifications of annual income recertification deadline; HAP Contract Amendments; OutofCompliance letters; and rent change notices
  • Prepares updated HAP contracts when contracts rent amounts change
  • Regularly attends and participates in team and partnership meetings as required
  • Other duties as assigned 

Qualifications :

Minimum Qualifications

Education: 

Sixty 60 semester units or ninety 90 quarter units from an accredited college or university OR

Experience:

1. Two 2 years of clerical work experience which includes the following: use of computer applications to input and retrieve information; regular public contact to provide assistance or acquire detailed personal or confidential information; and interpreting and applying rules regulations and policies; OR

2. One 1 year of experience determining eligibility for health and/or social services programs loans financial assistance unemployment or veterans benefits.

Substitution:

Thirty 30 semester units or fortyfive 45 quarter units from an accredited college or university may substitute for one 1 year of the work experience under experience requirement number #1.

Desirable Qualifications:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Basic interviewing and investigative techniques
  • Ability to follow policies and procedures
  • Ability to self manage the completion of work responsibilities according to deadlines
  • Effective communication with a variety of community stakeholders including other governmental agencies and departments communitybased organizations and tenants
  • Ability to prepare clear and concise written reports notices other correspondence and maintain detailed records
  • Ability to review and evaluate documentation for accuracy
  • Ability to save client work in a way that is accessible to team members
  • Basic proficiency in using Microsoft applications such as Excel Word and Outlook and an ability and willingness to learn new platforms and systems as needed
  • Ability to identify obstacles and/or challenges to workflows and communicate feedback to the team

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.
