JOB SUMMARY:
The Chief Program Officer (CPO) reports to and partners with the CEO in both a programmatic and administrative capacity and is an integral member of the agencys Executive Team charged with leading efforts to advance the mission and inform the strategic plan through clientfocused fiscally informed continuous quality improvement. The CPO is responsible for overseeing and ensuring program effectiveness evidenced by client outcomes contract/program performance alignment with funder mandates and Council on Accreditation (COA) best practice standards and diligent implementation of risk prevention and management practices. The CPO ensures Allies programs quantitative and qualitative results are reviewed and shared with the Executive Team and other relevant stakeholders on an ongoing basis identifying opportunities and leading collaborative efforts to advance Allies mission and reach strategic plan goals. The CPO demonstrates commitment to program effectiveness and continuous quality improvement by establishing and reaching annual goals managing program budgets using data to identify and plan for staff training needs and vigorously supporting staff in order to further the impact of services for children youth and families. The CPO represents the agency in external meetings with stakeholders partners and funders to enhance Allies visibility and recognition as a leader in providing high quality childfocused services.

- Oversee Allies program operations including initial focus on current child welfare programs and clinical services offered throughout the agency as well as capacity building efforts around effective support for transitionage youth and eventual responsibility for comprehensive child development and family wellness services
- Effective management of a variety of service contracts from a variety of sources including city county state federal and private funding sources
- Oversee the implementation or provision of direct services including Child Welfare Programs Mental Health Services and Community Outreach Efforts
- Proactively participate and represent the agency in meetings training and conferences; Cultivate new and innovative partnerships to best serve children and their families
- Work closely with Head of Educational Excellence COO and CFO to manage California Department of Social Services Early Head Start and California Adult and Child Food Program contracts/services
- Support expansion of Resource Family Approval services
- Collaboratively develop program and contract budgets/reports; review and analyze monthly financial reports to assess budget status and to initiate preventative measures as needed
- Actively seek opportunities to enhance Allies reach to target populations in foster care or whose families are otherwise involved with the child welfare system; children who are otherwise atrisk of negative life outcomes (e.g. LGBTQI youth transition age youth families who are experiencing homelessness children with special needs families living in poverty etc.; etc.
- Work with Executive Team and program leadership to develop reports and systems to support datainformed decisionmaking
- Ensure trauma and culturally responsive delivery of services in programs maximization of funding contracts provision of optimal service to clients continued alignment with Council on Accreditation (COA) standards of excellence and funder compliance
- Provide leadership to ensure program staff prioritize continuous datainformed quality improvement and quality assurance efforts; play key role in Allies PQI work; provide at least quarterly reports to Executive Team and other stakeholders as needed
- Play lead role in project managing agency COA reaccreditation process in partnership with COO and Executive Team
- Act as Allies HIPAA Compliance Officer and Custodian of Records; ensure effective implementation of (and training on) risk prevention measures
- Provide/ensure effective consultation and guidance for agency staff on mandated reporting requirements and protocols
- Lead development of agencywide training and personnel development that aligns with datadriven training needs funder expectations/requirements and strategic plan
- Working closely with Head of Educational Excellence play leadership role in monthly Safety Committee Meetings develop other committees to promote client and staff health (as needed) and provide quarterly reports to the Executive Team
- Ensure adherence to grievance policy and procedures
- Act as HIPAA Compliance Officer and Custodian of Records: ensure privacy policies to protect the integrity of PHI are enforced and all services meet legal and ethical standards for confidentiality; oversee ongoing employee privacy training conduct risk assessments and develop HIPAAcompliant procedures where necessary; investigate incidents in which a breach of PHI may have occurred report breaches as necessary; keep uptodate with relevant state and federal laws.
- Act as agencys Custodian of Records for child and adult files
- Emergency preparedness: work with Head of Educational Excellence Operations staff and Health Services Coordinators to update and implement emergency/safety protocols covering all Allies sites and fieldbased work; oversee ongoing training efforts; build out onsite supervisor protocols
- Monitor review and sign off on all relevant documents completed by staff per contract and agency requirements; complete additional funder reporting documentation as required
- Develop funding applications
- Ensure safety is a priority in performing all job responsibilities
- Evening and weekend work required

QUALIFICATIONS & EDUCATION:
- Licensed Marriage and Family Therapist Licensed Clinical Social Worker or Licensed Psychologist (or equivalent)
- Minimum of four 4 years of clinical supervision
- Minimum of six 6 years in management including at least three 3 years in a strategic leadership position
- Experience effectively overseeing multiple government funding contracts (contract experience with DCFS DMH CDSS EHS a plus)
- Experience with transitional age youth and residential/housing services preferred.
- Clinical experience with atrisk populations parenting child abuse transitionage youth mental health challenges homelessness and clients with other diverse backgrounds
- Experience with accreditation a plus
- Ability to effectively manage multiple projects and deadlines
- Ability to effectively establish rapport and maintain appropriate boundaries with supervisees staff and clients
- Ability to communicate effectively verbally and in writing

- Basic computer skills required Word Excel Software applications
- Experience working with diverse groups and populations
- Bilingual in English and Spanish a plus but not required
