**This is an Internal recruitment open to contractual MDE employees within the Water and Science Administration Field Services Program ONLY. **

Main Purpose of Job

The Natural Resources Planner I will perform the bacteriological monitoring of permitted oyster operations either by boat or remote locations by land as required by State and Federal statutes. Routine bacteriological monitoring of growing waters is also imperative to the incumbent in this position in order to generate data that allows for the proper classification of natural shellfish producing waters. The incumbent will also reinforce the objectives of the cooperative state/industry/federal program for the certification of interstate shellfish shippers and ensure the continued endorsement of Marylands shellfish program by USFDA.


The incumbent in this position will perform onsite consultations and inspections of wastewater treatment plants industrial commercial facilities agricultural and residential sites as part of the programs shoreline survey assessment. The Natural Resources Planner I will also perform compliance monitoring of public drinking water facilities to meet requirements set forth by the U.S. EPAs Safe Drinking Water Act.


The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. This position involves field work in all weather conditions including wind storm floods and snow. This position also involves exposure to human and animal waste as well as other sources of toxins and pollution. Position involves exposure to hazardous conditions which may result in injury. The incumbent may have exposure to wastewater effluent and polluted surface waters which may contain vectors of human disease. The work involves special physical demands such as lifting 50 pounds or more climbing ladders etc. Position requires lifting heavy coolers that contain samples. This position also requires the use of protective equipment such as goggles gloves masks etc. during site visits.


The incumbent in this position will be required to drive a State vehicle. If you maintain an outofstate driving license you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a drivers license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university in an environmental science or natural resources planning management or development.

Experience:None.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in urban orregional planning engineering physical geography or the physical chemical biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in thegeneral natural resources management and biological sciencesclassifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a yearforyear basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience operating a boat.
