Department: Police

Supervisor: Police Chief

Salary/Wage Range: $21.18 $27.36/hour based on experience

Under direct supervision of the Police Chief the Community Service Officer (CSO) is responsible to provide support services to the Police Department preserve law and order to protect life and property enforce laws and ordinances in a manner which will command respect and confidence and other functions as assigned or apparent. This is a parttime nonsworn position.

Essential Functions of the Job:

  • Provides assistance with crime prevention animal control ordinance violations blight violations parking issues radar speed duties traffic studies release of property to rightful owners found property pickup records finger printings and the property room.
  • Provides assistance with traffic direction security standby dispatch support court messenger services fixit ticket violations taking minor reports assisting with vehicle services inventory control facility tours procurement ferrying squads for service equipment maintenance and deliveries to other City departments.
  • Manages ordinance and nuisance violations (create incident reports collect photos follow compliance timeline etc.
  • Enforces animal control laws patrols community for stray animals or animals running at large and responds to and takes care of animal complaints. Completes reports and investigates complaints regarding animals.
  • Answer calls and complaints regarding rodents and other wild animals bird and reptile complaints and works with complainant to assure public safety and resolution. Contacts and works with local contracted animal control organization.
  • Maintains inventory and records found on property maintains inventory of found bicycles and prepares for and carries out surplus property sales and auctions. Maintains and organizes property areas.
  • Carries out service activities and lowlevel enforcement activities for the Police Department including but not limited to resident vacation checks community events and coordination of service activities.
  • Attends meetings as required.
  • Keeps superiors advised of operational needs and performs other duties as assigned.

Equipment Used:

This position uses a variety of equipment which may include but is not limited to squad cars personal computers heart starts medical equipment telephones cell phones radios and printers.


Requirements

Required Knowledge & Abilities:

  • Knowledge of computers and other electronic equipment.
  • Ability to use good judgment with ability to firmly tactfully and courteously handle situations with respect for the rights of others.
  • Ability and willingness to maintain strict confidentiality.
  • Ability to analyze situations quickly and objectively.
  • Ability to read understand and interpret ordinances and laws.
  • Ability to identify smoke and common hazardous materials by smell.
  • Ability to work independently and productively schedule workflow.
  • Ability to work under pressure and with frequent interruptions.
  • Ability to effectively communicate ideas explanation and recommendations orally and in writing.
  • Ability to establish and maintain effective working relationships with community groups commissions elected officials employees and the general public.

Minimum Qualifications:

  • High School diploma or GED.
  • Must be at least 18 years of age.
  • Must possess a valid Minnesota Drivers License or the ability to obtain within thirty days of employment with the City.
  • Current or future police training.

Preferred Qualifications:

Pursuing a career in law enforcement.

Conditions of Employment:

  • Must satisfactorily pass a criminal background examination.
  • Must comply with organizational and departmental policies.

Work Schedule:

Hours will vary and may include evening weekend and holiday hours. Minimum of 20 hours per pay period.

While performing the essential functions this position may be exposed to all weather conditions including extremes. There may also be daily exposure to fumes energized equipment potential hazards illnesses and irritants such as dust dirt and fumes. Activities that occur continuously more than 7 hours are: organizational skills and interpersonal skills. Activities that occur occasionally 1 to 3 hours are: analytical ability creativity time management problem solving verbal communication written communication concentration and working with interruptions. This position frequently lifts or moves up to 100 pounds and infrequently lifts or moves up to 175 or more pounds. The noise level may vary from quiet to extremely loud.
