    General Statement of Responsibility:
    Under the supervision of the Director of Finance and Planning the Accounting Manager shall be responsible for:
    • Financial accounting and reporting
    • Annual financial audit
    • Grant State and federal reporting
    • Budgeting and projections
    • Supporting other departments in meeting financial responsibilities
    Organizational Relationships:
    • Reports to the Director of Finance and Planning.
    • Works closely with the Pupil Services Department and Curriculum Office.
    • Assists all departments and schools with accounting functions.
    Qualifications:
    • Bachelors degree from an accredited institution with a major in accounting finance or business administration
    • Minimum of 5 years of experience in accounting and finance at least three years in governmental accounting; or any combination of education and experience deemed equivalent by the Executive Director of Human Resources.
    • Thorough knowledge of fund accounting.
    • Strong organizational and analytical skills detailoriented approach ability to multitask and manage competing deadlines demonstrated and effective interpersonal and communication skills.
    • Proficient in Microsoft Excel Microsoft Word MUNIS and Access (preferred) .
    Principal Duties and Responsibilities:
    • State and Federal reporting including Special Education Excess Cost Reimbursement filings Educational Financial System (EFS) reporting of expenditures Medicaid reporting and other reportsas required.
    • Track and monitor special education tuition services and transportation costs for out of district students. Review settlement agreements examine special education invoices and provide support to the Pupil Services Department.
    • Project special education costs and corresponding grant revenue.
    • Grant financial activity including monthly reporting auditing and projecting; monthly revenue drawdown; preparing or assisting departments with grant applications; collaborating with other departments; and annual reporting.
    • Manage annual financial audit prepare and provide requested documents respond to auditor inquiries and serve as primary contact with external auditors.
    • Budget support including annual budget rollover; budget projections; and budget document and data supplement budget monitoring and financial forecasting with detailed account analysis
    • Accounting functions including weekly payables processing and approvals; monthly purchase card processing; general ledger oversight routine transfers yearend close reconciliations accruals and deferrals; monitoring compliance with policies and procedures; internal controls oversight and fraud avoidance; and oversight of districtwide vendor accounts.
    • Accounts receivable functions including invoicing State agencies and other municipalities; preschool tuition assessment invoicing collections and communication; management of the electronic paymentplatform for fees tuition payments and other payments.
    • Provide training and serve as a resource for department and school personnel on topics such as accounts payable the financial management system accounts receivable budget inquiries account corrections and student activity accounts.
    • Complete special projects recommend procedures and suggest process improvements related to areas of responsibility.
    • Perform other tasks as needed.
