The Program Manager (PM) is responsible for the overall management and performance of the government contract. This includes overseeing schedule cost and performance ensuring contract deliverables are met and serving as the primary liaison between the government stakeholders (DISA PEO Spectrum NTIA) and the contractor team. PM provides leadership across multiple teams ensuring alignment with contract objectives while adhering to DoD compliance requirements.
ContractSpecific Responsibilities:
Program Oversight &
Lead the management and of the support contract ensuring compliance with cost schedule and performance requirements.
Oversee project milestones risk management and deliverable submissions ensuring alignment with the Integrated Master Schedule (IMS).
Working with the Spectrum XXI SME ensure effective coordination across engineering cybersecurity testing and training teams delegating technical responsibilities appropriately.
Serve as the primary interface with the Contracting Officers Representative (COR) and other government stakeholders for program .
Contract & Financial Management
Track and manage funding utilization task order and contract modifications (CLINs funding burn rates CPARS reporting invoicing).
Ensure compliance with FAR DFARS and DoD acquisition policies.
Manage program budget staffing and resource allocation ensuring efficient of contract requirements.
Support proposal development and contract modifications as needed for future task orders and contract extensions.
Stakeholder Engagement & Reporting
Lead program status briefings Technical Exchange Meetings (TEMs) and Quarterly Program Reviews (QPRs) with DISA and PEO Spectrum leadership.
Prepare and submit Contract Monthly Reports (CMR) Weekly Activity Reports (WAR) and Interim Progress Reviews (IPR).
Ensure smooth collaboration between the contractor team government stakeholders and coalition partners.
Address program risks challenges and issue resolution in coordination with government leadership.
Team Leadership & Compliance
Direct a multidisciplinary team ensuring effective collaboration across engineering cybersecurity testing and support personnel.
Ensure compliance with DoD policies and procedures including cybersecurity (RMF compliance) IT governance and DevSecOps best practices.
Promote a culture of accountability continuous improvement and mission alignment within the team.
Facilitate the onboarding training and development of program personnel.
Interface with government stakeholders providing strategic guidance and issue resolution in cooperation with the Spectrum XXI SMEs.
Experience: 8 years of experience in program/project management within a DoD IT or software sustainment environment.
Clearance Requirement: Secret (Top Secret Preferred).
Location: Contractor Site in Washington DC with occasional local travel to Annapolis/Ft. Meade
Certifications Preferred: PMP ITIL or Security.
Experience leading largescale DoD contracts with multiple workstreams and technical personnel.
Strong background in program planning risk management financial tracking and government reporting requirements.
Familiarity with DoD acquisition processes FAR/DFARS regulations and contractor performance management (CPARS reporting).
Excellent leadership communication and stakeholder engagement skills with the ability to mediate between government sponsors and contractor teams.
