Position Summary
Under limited supervision provides strategic guidance recommendations and operational leadership on demandside resources conservation targets joint use operations program design and outcomes to the Commission Executive Leadership Team and District staff while leading implementation efforts. This role is responsible for the development and of departmental business plans while ensuring alignment of programs with Districtwide initiatives and meeting regulatory compliance obligations. The position plays a key role in supporting organizational planning risk management and stakeholder engagement across internal and external partners. It also contributes to continuous improvement efforts to enhance program performance and service delivery.

- Leads the development and of short and longterm goals for department aligning initiatives with District wide strategies and priorities.
- Actively participate and support the Energy Services and Product Development teams by providing significant contributions to business unit policy decision making longterm planning and strategy development.
- Supports District teams in developing the Integrated Resource Plan (IRP) and Clean Energy Implementation Plan (CEIP). Leads the development of Conservation Potential Assessment (CPA) and Demand Response Potential Assessment (DRPA) and other key industry planning initiatives to ensure a costeffective resource mix avoid financial penalties and build longterm system capabilities to meet future needs.
- Plans directs and manages teams responsible for demand side management program delivery including energy efficiency programs new behindthemeter energy development initiatives and joint use operations.
- Guides the department in leveraging technology to enhance customer experience and convenience by developing and managing tools that ensure programs deliver maximum value. Leads efforts to identify and implement integrated customer energy solutions that improve reliability coordination and responsiveness.
- Responsible for coordinating all phases of Grant PUDs Joint Use program including quality assurance and timeliness of project deliverables. Joint Use includes attachment inventories and audits NESC safety inspections permitting makeready/makeright engineering and other related services.
- Collaborates with customers governmental agencies and industry partners to proactively anticipate and address community and customer needs through the oversite implementation and innovation of programs that deliver diverse outcomes for both the community and the District.
- Leads the Districts IncomeQualified community engagement activities and acts as a liaison with neighboring utilities public agencies and the business community to address local and regional issues.
- Manages internal and external stakeholder relationships facilitates crossfunctional departmental coordination and serves as the primary liaison for related programs.
- Engage with customers and staff to ensure every customer interaction is consistent with the Districts Code of Excellence and associated values. Provide regular coaching training and feedback to staff contractors and volunteers to maintain high standards of customer service and improve customer experience.
- Serve as an escalation point for unresolved issues applying sound judgment and conflict resolution skills in support of Grant PUDs mission. Ensure customer feedback is accurately captured in Customer Information Systems.
- Develop and implement appropriate controls to ensure sensitive and confidential information is protected throughout all transactions.
- Lead compliance tracking risk analysis and reporting systems of managed programs to support transparency and accountability.
- Ensures compliance with applicable laws and regulations such as the Energy Independence Act (I937 and the Clean Energy Transformation Act (CETA) develops plans processes and data integrity controls to ensure documentation of results are completed in a manner that meets regulatory requirements.
- Responsible for daily operations and the overall direction coordination and evaluation of the employees managed. Carries out supervisory responsibilities in accordance with the Districts policies Code of Excellence and applicable laws. Duties include hiring training planning assigning and directing work performance management and resolving employee issues.
- Provides technical guidance to employees colleagues and customers.
- Lead the design implementation and updating of policies and procedures related to Energy Efficiency Net Metering Demand Response and Joint Use programs ensuring alignment with program goals and operational priorities. Provides leadership and project oversight for effective resource use supervising all aspects of these programs and ensuring compliance with State and Federal requirements.
- May operate a district vehicle.
- Demonstrated commitment to Grant PUDs mission vision values strategic plan and Grant PUD/IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

Required Qualifications (Education Experience Licenses & Certifications):
- Bachelors degree in business management finance customer service or related field OR 2 additional years of relevant experience in lieu of degree.
- Six 6 years of experience in customer service energy services demand side management joint use experience which includes at least 2 years of people leadership.
- A valid drivers license with no driving restrictions.
Preferred Qualifications (Education Experience Licenses & Certifications):
- Working knowledge of electrical utility system concepts
- Working knowledge of energy conservation programs
Other Knowledge Skills & Abilities:
- Understanding of demandside management value streams and associated industry cost tests to determine measure and program costeffectiveness.
- Knowledge of concepts principles theories and methods surrounding customer service industry standards and best practices.
- Staff development methods set to engage team members and promote meaningful performance improvements.
- Knowledge of financial management philosophies and budgetary guidelines associated with managing large financial expenditures.
- Ability to effectively communicate complex or controversial topics to a diverse group of audiences including all levels of management and the board of commissioners.
- Knowledge and ability to implement project and program management best practices.
- Knowledge of conservation and environmental federal and state laws policies and rulemakings and be able to apply knowledge to practical and theoretical situations.
- Identifying and analyzing potential problems with limited data and evaluating options to form conclusions.
- Ability to make timely decisions and sound recommendations to senior management.
- Utilizing MS office products; customized financial billing and customer service software tools and applications.
