Job Description

Overview

Nakupuna Prime is looking for a Financial Management Analyst to support a Navy customer. The ideal candidate is a detailoriented selfstarter with significant DoD financial management experience in support of highlevel officials to include indepth familiarity with the PPBE process.

Responsibilities

The following reflects managements definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

  • Provide monitor and coordinate input for the development of Plans of Action and Milestones (POA&Ms) for development and the submittal of the Program Objective Memorandum (POM).
  • Provide programmatic support for the development of programs during the PPBE process.
  • Analyze financial information in program planning documentation.
  • Support the government in the preparation of budget formulation documentation in support of OSD and Congressional budget process to include the following: budget exhibit construction including draft and edit of RDocs and PDocs; development and maintenance of hardware and software deliveries matrices; and maintain the programmatic Work Breakdown Structure (WBS).
  • Provide budget support in the preparation of various funding documents (e.g. WX/WR MIPR PR FADS etc. as provided by the Government using approved financial management systems (e.g. AUTODOC PRISMS SABRS FASTDATA SARMIS CFMS ERP SMARTS and PRBUILDER).
  • Review budget estimates and reports to develop budgetary forecasts for long range funding for government approval.
  • Provide recommendations to justify and defend the budget during the required budget submission process.
  • Utilize the Department of Navy DON Program Budget Information System (PBIS) to perform tasks conduct analysis and provide reports.
  • Provide executivelevel assistance in program planning scheduling and document development to include preparation of point and talking papers executive summaries and executive correspondence for Department senior leaders.
  • Use standard formats and guidelines to draft and prepare official documents and communications.

Qualifications

Skills/Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge skills and abilities:

  • Experience in defense financial management and budget. Working knowledge of the DoD Financial Management Regulations.
  • Certified Defense Financial Manager certification and/or Certified Government Financial Manager certification is preferred.
  • Outstanding verbal and written communication skills.
  • Selfmotivated and selfmonitoring exceptional oral and written communications and ability to multitask.
  • Excellent organizational skills and attention to detail.
  • Experience editing technical documents to ensure proper format grammar and style.
  • Highly proficient in Microsoft Office Suite including Word PowerPoint and Excel.

Education and Experience: This position requires a bachelors degree and four years of financial management experience to include knowledge of PPBE and preparation of budget formulation documents. Department of Navy experience strongly preferred.

Clearance: Active Secret. Must be a U.S. citizen.

Location: Work is performed onsite at the PentagonArlington Virginia.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands wrists and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
