JOB TITLE:Detective Police

REPORTS TO:Sergeant

WAGE/HOUR STATUS: Nonexempt

PAYGRADE: Police 4

PRIMARY PURPOSE:

The Detective is responsible for collecting facts leading to the identification arrest and conviction of an offender and to organize and present the facts for a successful prosecution for all felony offenses sex crimes crimes involving juveniles domestic violence and hate crimes. The Detective must possess developed skills that demands intelligence logic and discipline through training and experience.

QUALIFICATIONS:

Required:

  • High School Diploma or GED from an accredited institution
  • Texas Peace Officer License issued by the Texas Commission on Law Enforcement (TCOLE)
  • Valid Texas Drivers License
  • Intermediate Peace Officer Certification
  • At least three 3 years of law enforcement experience prior to the date of the posting
  • Cannot have a sustained complaint for untruthfulness or association with a person of questionable character

  • FTO Certification
  • TCOLE Instructor Certification

SPECIAL KNOWLEDGE/SKILLS:

  • Proficient in Texas Penal Code Education Code juvenile laws and processing procedures
  • Proficient in Spring ISD Student and Staff Code of Conduct manuals
  • Proficient with Spring ISD Police Department policies procedures and forms

MAJOR RESPONSIBILITIES AND DUTIES:

  • Review of offense/incident reports assigned for investigation.
  • Monitor police radio activity and respond in a timely manner to calls for assistance or service.
  • Assume control of a crime scene when summoned for investigative assistance.
  • Respond according to protocol during an emergency situation unusual crime occurrence or condition.
  • Investigate allegations of criminal activity including district personnel misuse of buildings or property belonging to Spring ISD.
  • Recommend additional security procedures to be implemented at different work locations in order to deter employee crimes.
  • Coordinate and cooperate with stakeholders including Risk Management and Internal Audit Department in conducting indepth investigations.
  • Conduct surveillance investigations as assigned.
  • Conduct thorough followup investigations at crime scenes specifically:
    • preservation of evidence;
    • gathering of evidence;
    • accurately documenting crime scene including photographing the scene with the use of proper photographic equipment;
    • gathering fingerprints at a crime scene to be crossreferenced when conducting investigations;
    • acting as a liaison with other law enforcement agencies when conducting investigations;
    • determining involvement of suspects in other crimes;
    • identifying and apprehending suspects;
    • compiling criminal history of suspects;
    • planning organizing conducting searches and collecting physical evidence; and
    • compiling and conducting photo arrays in compliance with eyewitness identification policies.
  • Executive investigation protocol with fidelity including interview and interrogate persons of interest in ongoing criminal investigations.
  • Make arrest when necessary for crimes committed in plain view or uncovered through investigations.
  • File charges when deemed necessary.
  • Appear in court for criminal and civil proceeded as a witness and prepares cases for court presentations.
  • Act as a liaison with local state and federal law enforcement agencies.
  • Conduct detailed background checks on all Spring ISD Police Department officers and or witness/suspects involved in a case.
  • Conduct detailed background checks on all new applicants and each candidate for a sworn position.
  • Recover stolen missing or damaged property belonging to Spring ISD.
  • Acts as a liaison with the local law enforcement agencies in investigations involving acts crime with or on Spring ISD property.
  • Coordinate the generation of and obtaining of arrest and warrants obtaining of grand jury subpoenas and/or administrative subpoenas.
  • Coordinate and prepare community outreach events for classroom presentations public speaking engagements and community sponsored events.
  • Subject to be on call 24 hours per day 7 days per week.
  • Perform all other duties as assigned.

WORKING CONDITIONS:

Maintain emotional control under stress. Strenuous walking standing and climbing; ability to operate a motor vehicle; specific hearing and visual requirements; ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously. May be subject to adverse and hazardous working conditions including violent and armed confrontations. Work outdoors in varying climate conditions; drive in all different areas of district at off hours; on call 24 hours a day.
