Job Summary
Essential Job Functions
- Conduct objective fair thorough unbiased and timely investigations into allegations of fraud waste or abuse committed by internal staff or subrecipients of LAHSA.
- Responsible for tracking and coordinating responses regarding any allegations of internal staff or subrecipient fraud waste or abuse.
- Prepare and coordinate internal and subrecipients fraud waste or abuse assignments and obtain relevant evidence and document relevant information.
- Review and research evidence/documents to analyze the overall fact pattern of claim and synthesize data into a professional report with recommendations.
- Manage and prioritize various caseloads effectively and efficiently to achieve positive results.
- Coordinate investigations with LAHSA funder and key stakeholders including Los Angeles County Office of Investigations.
- Liaise with LAHSA management and other stakeholders including funders to resolve investigative and compliance issues.
- Initiate maintain and revise policies and procedures for the general operation of the division and its related activities to identify and promptly address investigative and compliance issues.
- Identifies potential areas of compliance vulnerability and risk for LAHSA develops and implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
- Conduct training workshops and any necessary technical assistance to LAHSA staff and LAHSA contractors.
- Maintain integrity of information obtained and comply with established information request and maintenance requirements.
- Act as an independent review and evaluation body to ensure that allegations and compliance issues are being appropriately evaluated investigated and resolved.
- Provide backup coverage for other functions within Compliance including but not limited to third party audit coordination and internal audit.
- Adheres to policies and procedures to ensure alignment with federal and state regulations local ordinances and LAHSA directives.
- Keeps apprised of all laws regulations statutes rules and policies affecting LAHSA and homelessness.
- Communicate with diverse stakeholders to ensure compliance.
- Provide reports on a regular or ad hoc basis.
- Other duties and special projects as assigned.
Knowledge Skills & Abilities
- Demonstrated experience in Uniform Guidance Accounting Standards Audit Standards Internal Controls or Risk Analysis.
- Knowledgeable in Federal Statutes and Regulations such as HEARTH ACT HUD Emergency Solution Grant HUD Continuum of Care HUD Community Development Block Grant DPSS CalWORKs Housing Support Program John H. Chafee Foster Care Independence Program.
- Proficient in MS Office applications including Word Excel Outlook and PowerPoint.
- Computerized information systems used in financial and or accounting applications.
- Webbased software applications for client level and aggregate program data such as Homeless Management Information System (HMIS).
- Ability to work independently and manage workload.
- Demonstrated ability to exercise solid judgment and discretion in handling and disseminating information.
- Interview and interrogation skills.
- Excellent writing editing interpersonal planning teamwork and communications skills Inquisitive nature with ability to analyze data to metrics

Training & Experience
- Candidate must possess a minimum of two 2 yearsofexperience in fraud investigations.
- Certified Fraud Examiner (CFE) preferred
- Bachelors degree is related field preferred
- Experience in federal state and local government grants
License Requirement
- A valid California Class C drivers license is required at the time of hire. Employees must have a good driving record for a minimum of three 3 years.
Schedule- The Chief Executive Officer or designee may change the schedule of positions between remote hybrid and onsite as necessary to accomplish LAHSAs business needs.
