THE DIVISION
DCRs Soil and Water Conservation staff administers nonpoint source pollution control programs required by state law. They include nutrient management agricultural best management practices resource management planning shoreline erosion advice and the administrative technical and financial support of Virginias 47 soil and water conservation districts.
THE OPPORTUNITY
This position reports directly to the Soil and Water Conservation Division Director and serves as the divisions primary manager of the programs assigned staff and resources that provide application data and other services to 47 Soil and Water Conservation Districts (SWCDs) including the NonPoint Source Assessment Geographical Information Systems (GIS) Conservation Application Suite and other database application and management within the division in order to improve the quality of Virginias soil and water resources. This position collaborates with agency business system and data owners; develops and executes projects operations plans and governance processes and procedures; monitors team progress; and ensures the successful delivery of Division technical solutions and IT operations.
Serving as the Divisions primary project manager on application development projects the position provides policy direction and financial accountability and ensures the efficiency of these applications and services. Proactively the position will plan for system upgrades migrations/modernizations and managing technical debt. The position also directs the preparation of reports on program implementation and resource needs to provide current and accurate data to demonstrate progress towards pollution reduction targets established by state and federal statutes regulations and policies.
