OVERVIEW:
The General Government Service Center (GGSC) is one of five financial service centers within the Department of Administrative and Financial Services established to provide centralized accounting and budgeting services to agencies across state government. GGSC customers include the Department of Administrative and Financial Services (including Information Technology Real Estate Purchases Lottery Alcohol and Cannabis) the Governors Office the Department of Economic and Community Development the Department of Education various Boards and Commissions as well as the Cultural Agenciesa mix of government entities that adds variety to standard accounting practices.
JOB DESCRIPTION:
The primary focus of the Financial Analyst is to provide financial and consultative professional advice and expertise about significant issues to agency and executive management. This position may provide leadership for selected activities or projects but the primary focus is to provide financial and consultative expertise. This position provides specialized expertise on various administrative legislative or policy matters and their impact. The scope of responsibility is well defined by statute regulation grant or agency policy and the issues are moderately complex. Responsibilities include consulting evaluating and integrating operational practices procedures and activities in support of outcomes of policy or program initiatives and may include providing leadership on selected activities involving other personnel task force or committees advocates or members of the public. This position supports the following processes and reports: Budget orders; financial orders work programs supplemental/biennial budgets cash/lapsed balance trends weekly allotment status personal services monitoring and ad hoc GGSC information request.
TYPICAL DUTUES:
  • Provides budgetary information revenue forecasts and analyses of Department finances to keep administrators informed of Department financial status and resources.
  • Develops and oversees the implementation of standardized financial reporting formats and procedures and other financial systems for Department agencies to ensure and document compliance with applicable state and federal fiscal regulations and standards.
  • Advises and consults with Bureau Directors and other management personnel on financial operations and administrative problems to develop and recommend solutions.
  • Develops and recommends budgets work and fiscal programs and changes thereto to support attainment of department goals.
  • Performs indepth cost accounting and cost/benefit modeling and analyses of departmental programs and proposals to determine cost effectiveness.
  • Responsible for the preparation of the biennial budget to ensure sufficient resources exist to meet established goals and objectives.
  • Reviews legislative records and other documents concerning position allocation to ensure positions are adequately funded and consistent with legislative intent.
  • Monitors the legislative process related to fiscal impact on the Department and prepares all fiscal notes.

KNOWLEDGE SKILLS AND ABILITIES REQUIRED:

  • Knowledge of business and public administration principles practices and techniques.
  • Knowledge of financial management principles practices and techniques.
  • Knowledge of accounting and auditing principles practices and procedures.
  • Knowledge of managerial and cost accounting theory principles and practices.
  • Knowledge of AICPA/GAAP/GASB standards for governmental organizations.
  • Knowledge of federal funding rules and regulations.
  • Knowledge of internal service fund operations.
  • Ability to conduct complex cost cost/benefit forecasting and financial analyses and modeling.
  • Ability to plan organize direct and coordinate fiscal and administrative services.
  • Ability to interpret and apply policies and regulations and systematize procedures.
  • Ability to advise management on financial matters.
  • Ability to prepare budgets and execute work programs.
  • Ability to communicate effectively both orally and in writing.
MINIMUM QUALIFICATIONS:
A Bachelors Degree in Business Administration or closely related field and two 2 years of responsible experience in financial and budget analysis. Directly related experience may be substituted for education on a yearforyear basis.
Preferences:
Preference will be given for BFMS experience; complex report generation using Oracle Analytics the cube TAMS and/or BFMS; and financial analysis work.
