The Department of Economic Security Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Network Supervisor. DDD provides individuals with developmental disabilities and their families services and supports that are flexible high quality and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decisionmaking and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement and cannot be employed or subcontracted by a DDD Qualified Vendor(QV).

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

The State of Arizona strives for a work culture that affords employees flexibility autonomy and trust. Across our many agencies boards and commissions many State employees participate in the States Remote Work Program and are able to work remotely in their homes in offices and in hoteling spaces. All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Essential Duties and Responsibilities include but are not limited to:
Ensures all Network staff have updated information regarding policy and procedure in order to perform their job duties. Ensures Network staff provides appropriate monitoring training and technical assistance to QVs and IPs. Provides leadership mentoring and coaching for staff and team members. Completes Performance Appraisals authorizes leave approves ETE Timecards required meetings and documentation for all assigned Network staff.
Oversees the training contracts registration and tracking of QV and IP providers. Monitors budgets; monitors programmatic issues and compliance with QV Contract licensing standards; oversees recruitment efforts; certification; contracting Independent Providers (IP); completing information and reviewing residential placements.
Provides leadership training and guidance to all Network staff including Independent Provider (IP) Coordinators Home and Community Based (HCBS) Residential and Day Program Coordinators and provides technical assistance and training to QVs and Support Coordination staff as needed.
Maintains relationships with DES Office of Licensing Certification and Regulation (OLCR) and Independent Providers and QV community to develop positive outcomes for members and families. In addition the Network Supervisor is responsible to ensure the development of community relationships to further the inclusion of members and families served by the Division.
Reviews Utilization Review requests and FOCUS authorization services; completes information and reviews residential placements; utilization reviews; service approvals ensures services are justified per policy; ensures that the least restrictive environment is secured and is cost effective. Ensures Network staff has updated information regarding all certification/licensing regulations (including 21557 Division policy and contractual requirements for all purchased services and that QVs understand these requirements.

Knowledge in:
Principles of supervision and coaching Conflict resolution. Basic principles and practices of Case Management.
Person Centered Planning and support Article 21557 and the provision of services to members with disabilities in Arizona Community Resources.
Principles of group and family dynamics and relationships Human development Evaluation methods.
Needs identification process and behavior management.
Federal and State laws and regulations policies applicable to the public sector programs Title XIX State AHCCCS/ALTCS rules.


Skills In:
Assessment and evaluation of programs for members with developmental disabilities.
Leadership and interpersonal relations as applied to contacts with members and representatives of other governmental agencies and the community.
Planning problem solving decision making and implementing Using computer systems (e.g. Microsoft and Google Workspace)
Oral and written communication and training development Monitoring and evaluating Problem solving.
Recognizing basic human rights and care and assistance needs of individuals with developmental disabilities.


Ability to:
Supervise and provide leadership Develop and maintain provider file documentation.
Establish professional partnerships Work effectively with a wide range of personalities and team members.
Determine staff and member training needs identify specific service needs Interact with families and members.
Adapt and be sensitive to a variety of cultural diversity and to maintain and display a professional demeanor.
Interpret and apply federal laws state statutes local rules and regulations and agency policies and procedures monitor standards and interagency working agreements.

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to Drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. (R210201.11.
Successfully pass background and reference check; employment is contingent upon completion of the abovementioned process and the Agencys ability to reasonably accommodate any restrictions.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
