About the opportunity:
As a Director Procurement Strategy and Workplace Solutions at CLBC you are responsible for the development implementation and maintenance of systems policies and procedures to ensure effective practices and controls are in place to govern contracting and procurement activities across CLBC under a decentralized model. This position is also responsible for the provision of the facilities infrastructure for CLBC. This position contributes to the strategic development and management of CLBC by leading change and process improvement initiatives regarding contracting and procurement methods and the acquisition and improvement of CLBC facilities.
This position represents CLBC in its relationships with other government funding agencies including centralized support functions and contracted service provider representatives and coordinates the implementation of systemwide changes in contracting and procurement within CLBC. This role works in close partnership with teams in Finance Regional Operations Head Office and other stakeholders to support the effective planning and implementation of change initiatives.
Key responsibilities:
- Overseeing the Contracting and Procurement team maintaining current practice guidance documentation providing strategic subject matter expertise and guidance to corporate projects that will involve or impact contracting and procurement leading continuous improvement activities in contracting and procurement procedures and practices and conducting supporting research and analysis.
- Develop implement and monitor an enterprisewide procurement and contract management strategy
- Develop implement and maintain effective and efficient contracting and procurement processes to ensure that appropriate control relevancy to organizational support needs and reporting requirements are adhered to and maintained
- Oversees the development implementation and maintenance of tools to support efficient and effective contracting and procurement approaches to meet the needs of CLBC and further the digitization of contracting methods to promote transactional efficiencies for stakeholders
- Conducts the annual strategic facilities review in collaboration with representatives from the Real Property Division of the Ministry of Citizen Services (e.g. appropriate considerations/ approvals/ participants; risks and controls) and leads the preparation of 1 and 5 year capital plans
- Oversees the development and management of the annual budget and multiyear forecasts for lease operating and improvement costs for all CLBC office facilities furniture assets and vehicles
- Oversees the development and implementation of a robust security framework at CLBC in partnership with CLBCs Information Officer (IT) Joint Health & Safety Committee Chair (People & Culture) and Emergency Management Lead (Quality Assurance) and ensures monitoring of security risk assessments office security plans and the investigation of security incidents and threats of harm to CLBC personnel
- Hires and oversees specialized staff and contractors and provides leadership and direct and indirect supervision of the contracting and procurement team of 6
- Plans resources and priorities and develops skills and competencies in a respectful environment that will enhance the capability engagement and credibility of the Contracting and Procurement team to execute departmental plans/strategies and build strong and effective relationships with internal and external stakeholders
What you will bring:
- A bachelors degree in business administration public administration procurement/contract management law or financial management or a related field ideally supplemented by professional accreditation in the education areas noted
- A minimum of 7 years of relevant postqualification contracting and procurement experience
- A minimum of 3 years of progressive experience in a management capacity overseeing the design and delivery of operations support services developing and implementing contracting and procurement policies and procedures and leading projects and overseeing complex procurements
- Prior experience working with or in a complex public sector organization within a unionized environment
- An equivalent combination of experience education and/or training will be considered

Working knowledge of:
- Contracting and procurement principles methods and practices including public administration policies
- Risk mitigation approaches and insurance matters relating to contracting and procurement
- Commodity taxation and its impact on the contracting and procurement of goods and services
- Federal and provincial trade agreements and their impact on contracting and procurement practices
- Proven leadership orientation and welldeveloped business acumen
- Managing staff within a collective agreement
- Strong leadership skills with the ability to motivate and support teams of unionized staff and contractors to achieve results in the change management development implementation and maintenance of system solutions and work cooperatively in a team environment
- Effective negotiation communication and presentation skills to resolve sensitive project issues and to clearly convey the requirements and vision associated with Contracts and Procurementrelated initiatives in an objective professional and proficient manner
- Demonstrated strategic innovative and analytical thinking skills with the ability to identify and analyze complex issues arguments and evidence and apply sound and balanced judgment
