The Colorado Water Conservation Board (CWCB) exists to establish water policy as directed by statutes to address Colorados water issues. The CWCB is governed by a 15 member board that includes governorappointed representatives from each of the eight major river basins the City and County of Denver and several state agencies. Since nearly all of Colorados water originates within its boundaries but is shared with other downstream states the CWCB works to protect and assure that Colorado maintains its ability to fully use its allocation of the water under various agreements and court decrees. However the development of those resources increasingly must focus on the wise use of water in recognition of future drivers like population growth that put pressure on state waters. The major units (sections) of the CWCB related to water supply planning interstate and federal water issues including water information instream flow and natural lake level protection watershed and flood protection grants and water project financing including agency budgeting/admin support. This work unit the Water Supply Planning Section interacts with all of these sections but has specific duties as follows.

The work unit is responsible for all studies analyses and investigations pertaining to ensuring that Colorado has an adequate water supply for its citizens and the environment. This includes researching and identifying present and future drivers of water use identifying and evaluating water development plans and concepts and furthering the mission of the CWCB to conserve develop protect and manage Colorados water for present and future generations. The CWCB goals state and basin challenges are captured in the Colorado Water Plan (Water Plan) which this work group is responsible for developing maintaining and updating. The work unit also develops other key statewide water supply initiatives that support the Water Plan like the analysis and technical update to the Basin Implementation Plans and other agencywide and crossagency planning efforts. This work includes integrated support for agriculture environment and recreation municipal and industrial needs water storage water conservation and other efforts including promoting and helping to coordinate water education initiatives across the state.


This unit is responsible for supporting a range of stakeholder processes across Colorado. This includes supporting and coordinating the Interbasin Compact Committee (IBCC) meetings as well as meetings held in each of the states major river basins in support of the nine basin roundtables (roundtables). This work requires frequent coordination with the CWCB board the IBCC Director of Compact Negotiations various IBCC and roundtable members the Department of Natural Resources (DNR) CWCB and other state agencies. To do this the unit must actively work within the structure of the section and the agency to appropriately evaluate concepts direction conversation and policy in advance of broader communications and partner communications can advance. This work often requires travel across the state to coordinate with stakeholders.


The work unit also exists to foster water conservation drought preparedness and climate adaptation. This includes promoting water efficiency plans water reuse integrating land use reducing water loss enhancing drought planning supporting climate adaptation and resilience all in support of local communities basin and statewide goals. This work also assures that Colorado decisionmakers and the public are informed about the need for these water conservation initiatives related grants policies and strategic plans. This work unit is responsible for distributing water conservation and drought planning grants using data and information gathered from a wide variety of sources including constituent databases drought planning assessments and from other initiatives; requesting severance tax and Construction Fund money for projects and programs; for providing technical assistance in water conservation and drought mitigation planning and implementation; for public outreach and education regarding water conservation and drought planning; and for outreach to federal state and local officials. This unit also exists to identify assess needs and track the progress of water entities that are targeting conservation as a means to achieve longterm water goals. This unit assists in developing municipal and industrial reporting and tracking mechanisms for water use and water efficiency estimates and for incorporating water use and efficiency reporting methodology within conservation and state plans.

* This is a Hybrid position Work is primarily performed from a home office however the selected candidate will at times report to the office at 1313 Sherman Street Denver CO for meetings trainings and projects as directed by the supervisor.

This position supports the Section Chief as a senior authority on climate conservation and drought issues and staff lead for coordinating Water Supply Planning activities in these areas.

The Deputy Section Chief plays a vital role in supporting the Section Chief to help manage the workload operations and dynamics of the entire section. As a staff lead the Deputy Section Chief helps guide and coordinate work for Water Supply Planning Section with a focus on leading the conservation and climate/drought staff. A major focus is developing and executing strategies for statewide water conservation efficiency land use planning water reuse drought response and climate adaptation. This includes overseeing CWCBfunded projects and ensuring they align with these priorities.

The position utilizes their expertise to establish state policy and procedures for the coordinated development of water to meet Colorados longterm water demands. Under the direction of the Section Chief and based on the programs overall goals this position also oversees major planning efforts and ongoing monitoring for all aspects of water supply and use in Colorado with a focus on water conservation climate land use and drought mitigation and response.

Additionally the Deputy ensures that conservation and drought planning goals set in legislation and policy documents are progressing with input from technical leads. They work closely with leadership to review and approve strategies identify new opportunities for innovation and allocate staff resources effectively. The position serves as a key point of contact for interagency coordination working closely with both internal and external partners and ensuring the integration of technical expertise across all related efforts. The Deputy Section Chief will also play a leading role in developing technical tools and coordinating collaborative efforts to align with the goals of the Colorado Water Plan convening and facilitating stakeholder groups (e.g. IBCC roundtables) and offering feedback and reviews of legislation and other duties as assigned.

This role involves coordinating on the facilitation and integration of key stakeholder groups including the Interbasin Compact Committee (IBCC the nine basin roundtables nongovernmental organizations as well as others. The role also supports and acts on behalf of the Section Chief to execute governor and legislative initiatives and appointments especially as they relate to water conservation drought and climate. This position requires strong communication and conflict resolution skills.

Minimum Qualifications:


Nine 9 years of professional work experience in management project development or project management.


OR


A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine 9 years. Acceptable degree types include natural resources management environmental science environmental studies environmental policy engineering hydrology geography natural resources economics natural resources law or a field of study related to the work assignment.
