Description of Work

*** This position is fully remote with some requirements to report into Raleigh North Carolina for meetings and duties requested by management.***


The IT Program Budget Analyst supports the strategic financial operations of the Vendor & Finance Section (VFS) within the Information Technology (IT) Division. Reporting to the Senior IT Budget Officer this role ensures that complex budgets across federally and statefunded IT programs are managed with fiscal integrity and in alignment with state and federal requirements. The analyst is responsible for maintaining certified and authorized budgets preparing forecasts reconciling expenditures and performing indepth variance analysis.

This position collaborates closely with internal departments including the Controllers Office and the State IT Budget Office and external federal partners. The analyst also leads the preparation of financial documentation for annual and asneeded Advance Planning Document Updates (APDu) and other funding requests. In addition to managing extensive cost allocations across hundreds of cost centers the role may supervise budget support staff and will regularly engage with stakeholders to improve financial systems and procedures.

Key Duties Include:
  • Oversee IT program budgets and ensure compliance with federal and state funding guidelines including preparation of annual and ad hoc APDu documents.

  • Maintain detailed financial records by code project and fiscal year and review monthly reports to verify cost allocation accuracy.

  • Reconcile vendor payments prepare county employee contracts and produce simplified financial summaries for executive leadership.

  • Manage the Cost Allocation Plan (CAP) across approximately 600 cost centers ensuring all allocation methods are defensible and auditready.

  • Collaborate with the Controllers Office to ensure proper cost application in financial systems including IPJC FIORI DTTS IBIS and NCFS.

  • Prepare annual biennial and ad hoc financial forecasts using historical data and actual expenditures.

  • Conduct financial analysis on federal funds grants interagency transfers and state appropriations to support budget development.

  • Create forecasting models and ad hoc budget reports to evaluate program performance and identify funding needs.

  • Communicate complex financial data to internal stakeholders and federal partners in clear and concise terms.

  • May supervise fulltime or temporary staff assisting with budget and finance processes as needed.

Bachelors degree in accounting business finance or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience two years of which should be in a supervisory role
