BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. Analysis Planning and Performance (APP) is a division in the Programme Operations (PO) Department incorporating crosscutting data information knowledge management evidence and monitoring functions to maximise efficiency and impact.
The Research and Knowledge Management Service houses the Knowledge Management Unit which provides corporate guidance and thought leadership on knowledge management at WFP. The Capacity Development Manager will steward implementation of the final year of the Research Assessment and Monitoring Capacity Development Strategystrategy and support broader KM capacity development activities.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Establish regular coordination with RAM teams to support capacity development activities.
2. Establish an advisory panel and external panel to support RAM capacity development.
3. Coordinate with Global Headquarters and Country Office staff in relation to KM capacity development including through facilitation of the KM Community of Practice.
4. Develop or support learning needs assessments to guide activities of the learning management hub.
5. Establish mechanisms to measure learning outcomes.
6. Provide advice oversight and quality assurance for new learning material as applicable including Agile learning structures.
7. Provide oversight for knowledge management and communication activities related to capacity development.
8. Develop new learning material as applicable including Evidence for Leaders sensitization campaign.
9. Finalize the Field Monitoring Handbook incorporating the latest M&E guidance manuals and tools.
10. Respond to ad hoc requests including related to fundraising or other tasks in support of KM capacity development activities as required.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Internal and external coordination mechanisms for KM capacity development are in place and functional.
2. A framework for measuring KM competency has been established.
3. RAM teams have been supported in development of new learning material.
4. RAM teams have been supported in knowledge management and communication activities related to capacity development.
5. The Field Monitoring Handbook has been finalized and is being used.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences statistics development economics education performance management monitoring and evaluation or other related fields or University degree with additional years of relevant work experience and/or training courses.
Experience:
Minimum of six years of relevant professional experience including monitoring and evaluation activities and/or food security assessments as well as capacity development. Experience using a variety of quantitative and qualitative analytical tools and methods.
Knowledge & Skills:
Previous experience in humanitarian or development context. Proficiency in Windows MS Office (Word Excel Powerpoint Outlook). Strong ability to work independently and partner with colleagues. Knowledge or relevant experience in adult learning methods and assessments.
Languages:
Fluency in written and spoken English (Level C) required. Intermediate knowledge (Level B) of another official UN language particularly French Spanish or Arabic desirable.
