Job Description

SHAPE is looking for employing a qualified and suitable candidate to fill this post as a temporary staff from asap until 31 December 2025 with a possibility of extension. If you meet the requirements described in the job description below and wish to work in a fastpaced international environment this post is for you.

In view of the nature and of the urgency of this temporary position it is important for candidates to be available for temporary employment. In practice this implies being in possession of valid NATO security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it swiftly. We therefore only encourage applications for this post if you are already or have previously been in possession of a valid NATO security clearance.

A. POST CONTEXT

During the initial establishment of NSATU NATO Security Assistance and Training for Ukraine the incumbent of this post is responsible to perform all duties and assume all responsibilities listed in the Principle Duties and Special Requirements/Additional Duties sections of this job description. Using the Statement of Functions described above for context the incumbent is responsible to review the Organizational Structure of NSATU and identify and understand how this position fits into the organization. The incumbent will then develop the initial Post Context for this position. As NSATU matures as an organization and especially as SOPs and processes are established the incumbent will be responsible for the regular refinement of this post context.

B. PRINCIPAL DUTIES

Principal Duties

The incumbent is responsible for a wide range of managerial duties including the supervision and coordination of multiple personnel across various work types including military government civilians and contractors. This role involves directing and controlling the work of others to ensure that objectives are met efficiently and effectively. The incumbent will manage and oversee financial responsibilities which may include budgeting financial planning and resource allocation. They must ensure that all financial activities comply with organizational policies and contribute to the overall mission success. Additionally the incumbent will be responsible for managing technical resources ensuring that all equipment and technology are utilized optimally and maintained in good working condition. The role requires strong leadership skills to manage diverse teams fostering a collaborative and productive work environment. The incumbent must be adept at providing clear guidance setting performance standards and evaluating outcomes. They will also be responsible for developing and implementing training programs to enhance team capabilities and ensure readiness. In summary the incumbents managerial responsibilities encompass financial oversight technical resource management and the supervision of personnel from various backgrounds ensuring that all aspects of the mission are executed with excellence and precision. The incumbents duties are to act as the tactical/operational/strategic linkage between NSATU and SHAPE and to provide all necessary support to his/her NSATU DoM counterpart in performance of their duties.

C. ADDITIONAL DUTIES

The incumbent may be required to perform like duties elsewhere within the organisation as directed.

Specific roles responsibilities and tasks are subject to change based on the Commanders onthespot assessment of the situation. Commander NSATU reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. The work is normally performed in a Normal NATO office working environment.

Experience

The incumbent developing maintaining and improving infrastructure has defined authority and accountability for actions and decisions within a significant area of work including technical financial and quality aspects. Initiates influential relationships with internal and external customers suppliers and partners at senior management level including industry leaders. Makes decisions which impact the work of employing organisations achievement of organisational objectives and financial performance. Has a broad business understanding and deep understanding of own specialism(s). Performs highly complex work activities covering technical financial and quality aspects. Contributes to the implementation of policy and strategy. Creatively applies a wide range of technical and/or management principles. Absorbs complex information and communicates effectively at all levels to both technical and nontechnical audiences. Manages and mitigates risk. Understands the implications of new technologies. Demonstrates clear leadership. Understands and communicates industry developments and the role and impact of technology in the employing organisation. Promotes compliance with relevant legislation. Takes the initiative to keep both own and colleagues skills up to date.

Broad background and experience in military engineering discipline.

Previous tours as an engineering officer at a National International military organization.

Education/Training

University Degree in Civil engineering disciplines or related discipline and 4 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.

WHAT WE OFFER

38 hours per week schedule;

2.5 paid days of leave per month worked;

Fulfilling working atmosphere in an international and military community;

Contract period: until 31/12/2025 with a possibility of extension.

Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;

Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12 of basic salary for pension purposes basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57 of basic salary 2/3 payable by the Organisation and 1/3 payable by staff);

For staff eligible under NATO rules there is also a dependent child allowance and coverage for dependent children for medical benefits.

ADDITIONAL INFORMATION

Candidates possessing a valid NATO or National security clearance will be given priority consideration.
