The Housing Authority of the City of Austin (HACA) is looking for a highly motivated and detailoriented Workforce Development and Digital Inclusion Manager to lead critical initiatives that bridge the digital divide strengthen economic selfsufficiency and connect residents to lifechanging career opportunities. HACA has been a leader in affordable housing in the City of Austin for more than 85 years. In partnership with the U.S. Department of Housing and Urban Development local government entities and numerous nonprofit agencies HACA provides access to safe stable housing to over 20000 individuals.
What you will do in this position:
As a key member of the Austin Pathways team you will lead and coordinate programs that combine digital access workforce readiness and adult education all while supporting a thriving network of interns residents and community partners.
- Digital Inclusion Program Management
- Youll help manage several dynamic programs:
- Bringing Digital Opportunity Home Connect families to digital tools that support education employment and wellness.
- Digital Pulse: Connecting Communities to Better Health Deliver digital health assessments and access to online wellness resources.
- Smart Ensure residents can use digital platforms for rent payment maintenance transportation and civic participation.
- Your responsibilities include:
- Managing staff interns and volunteer capacity through MOUs or contracts (e.g. Digital Ambassadors).
- Creating and tracking project schedules ensuring service delivery is consistent and documented.
- Proposing innovations to improve efficiency quality and resident outcomes.
- Workforce Development & Adult Education
- Design and implement a strategic Employer Recruitment & Relationships Plan.
- Oversee career pathway and adult education programs aligned with agency and grant goals.
- Coordinate with partners and monitor performance using tools like Apricot Case Management.
- Lead residentfacing events (workshops seminars) that support employment and job readiness.
- Manage the Good Neighbor Safety Ambassador program.
- Partnerships and Community Outreach
- Serve as liaison to workforce education and employment organizations.
- Attend economic development and chamber of commerce meetings to stay on top of hiring trends.
- Build and sustain partnerships to enhance service delivery and resource sharing.
- Data Reporting & Evaluation
- Track and analyze key performance indicators.
- Maintain data systems (Apricot) and generate reports for stakeholders and funders.
- Conduct resultsbased evaluations to guide program improvements.
- Grants Donations & Operations
- Assist with grant applications compliance and performance reporting.
- Monitor vendor contracts and ensure timely payments.
- Manage purchasing procurement and inventory in alignment with HACA policy.
- Uphold Data Privacy & Protection standards for digital services and volunteers.
More about this position:
Qualified candidates must possess:
- Bachelors degree from a fouryear college or university; OR
- Three years related experience and/or training; OR
- Equivalent combination of education and experience.
Preferred candidates will also possess the following skills and abilities:
- Degree in Business Liberal Arts Government Economics Health Administration Public Health or Public Policy.
- Experience in workforce development digital inclusion partnership building and program management.
- Knowledge of indemand careers career pathways and local labor market trends.
- Experience with labor market research adult education initiatives and communitybased outreach.
- Understanding of community resources related to childcare employment and social services.
- Spanish or American Sign Language (ASL) proficiency preferred.
- Effective communication and presentation skills to diverse audiences.
- Compassionate and professional approach to working with residents from all backgrounds.
- Strong computer and case management system skills (Google Suite SharePoint Apricot Adobe Acrobat).
- Familiarity with HUD programs state/federal employment laws and nonprofit compliance standards.
