As an integral member of the Payroll team and reporting to the Payroll Manager the Senior Payroll Specialist has expertise in full suite of payroll disciplines and delivers high caliber services. The Senior Payroll Specialist approaches tasks with knowledge of legislative and policy compliance and with a drive for continuous improvement in support of leading practices and harmonization. The Senior Payroll Specialist is a mentor and provides guidance and support to other team members and works collaboratively with colleagues in Human Resources and Finance. The Senior Payroll Specialist is detail oriented takes initiative identifies issues and solutions and has effective communication skills.
Ontario Health payroll is processed for nearly 3000 employees who have recently come together as one from transfer of 22 legacy agencies and organizations. Ontario Health payroll processing requires adherence to entitlements for 11 different Collective Bargaining Agreements representing approximately 200 unionized employees. As a new organization with areas of Compensation and Total Rewards not yet harmonized the Senior Payroll Specialist supports an employee population with variation in pension absence and benefits plans. The Ontario Health Enterprise Resource Planning System is Workday and the Senior Payroll Specialist as a member of the Payroll team works alongside the Workday Implementation Specialists to onboard employees and deploy new features through the definition of requirements and complete end to end testing.
Here is what you will be doing:
Perform all payroll processing activities to ensure an accurate payroll while maintaining the integrity of payroll data and payroll related records.
Complete all yearend balancing filing respective reporting and responsible for the preparation of T4 T4A T2200 Public Sector Salary Disclosure reporting and taxable benefits.
Utilize all internal tools and defined processes to ensure optimal productivity service excellence and make recommendations for best practices to business units and clients.
Conduct regular and adhoc reviews of payroll set up and processes to identify deficiencies within existing procedures and/or configuration; recommend and implement enhancements to drive productivity efficiencies service excellence and full payroll compliance.
Work with internal business partners and technical support as needed to identify resolutions; provide feedback and suggestions to workday production partners on issues processes and procedures to enhance efficiency and continuous improvement.
Evaluate programming changes required and partner directly with the programming team to test and implement required changes.
Consistently look for automation opportunities to maximize operational efficiency. Continually fine tune and optimize processes across Payroll as the organization evolves.
Identify recommend and implement process changes to reduce transactional activities. Create and maintain action plan and/or issue log until resolution is attained.
Ongoing documentation of data and system processes including but not limited to Payroll standard operating procedures.
Provide support/training to internal stakeholders as needed ensuring a positive client experience. Educate and advise employees on different payroll enquiries.
Accountable for maintaining internal controls and compliance of the overall payroll process.
Maintain payroll defined metrics and Key Performance Indicators and provide systematic measurements for management review.
Assist in process improvements to enhance the quality efficiency and delivery of payroll processes including auditing of these improvements while ensuring that process improvements are sustained and benefits realized.
Act as a strategic partner with internal and external stakeholders to provide knowledge problem solve together while adding value.
Work with Finance on planning budgeting and different reconciliations as needed; and human resources team to identify and resolve data extract/integration issues.
Support as backup for other payroll partners and support the Payroll Lead in the documentation procedures and proactively identify and advise areas of improvements.
Assist the Payroll Manager in achieving operational excellence while aligning with the vision.
Perform other duties within the functional area as assigned.
Be attentive and apply professional skepticism to areas of fraud risk and abide by the internal controls designed to prevent and detect fraudulent activity. Report any actual alleged or suspected fraud in accordance with procedures and report any believed gaps in internal controls to management
Here is what you will need to be successful:
Education and Experience
Bachelors degree program in related field i.e. Finance or Business Administration
Canadian Payroll Association designation and stays up to date with rules regulations and guidelines related to payroll and tax legislation.
5 years of experience in a progressive payroll position within a corporate or similar environment having knowledge of core endtoend payroll processes and procedures including strong internal controls.
Proficiency using Workday Enterprise Resource Planning system preferred.
Superior system and process documentation and sharing knowledge and learnings among team members.
Experience and knowledge with Public Sector Pension Plan and/or Healthcare of Ontario Pension Plan policies rules and regulations.
Competent in Microsoft Office environment specifically Microsoft Excel.
