Job Description

General Statement of Duties

The Senior Engineer/Engineer in the Development Services Section will be responsible for tasks related to development activities in the GCWW service area. These may include approval of branch services oversight of permitting and water availability functions resolution of technical/engineering issues related to service connections branch easements fire flow backflow etc. Other duties may include review of construction plans for water main extensions in new subdivisions and the process of easement plats. These tasks should comply with Ohio EPA standards GCWW Engineering Design Standards local Subdivision Standards GCWW Rules and Regulations and other applicable standards for water distribution systems. The Senior Engineer will supervise the technical groups who support the branch and permitting functions collaborate with private developers engineers and plumbing contractors and resolve technical conflicts. The candidate should be able to work directly with customers and field professionals in a highpaced environment. This position requires excellent communication customer service leadership and project management skills.


To perform professional engineering work involving the design investigation and construction of engineering projects including streets bridges mechanical systems utility plants buildings and other projects varying with assigned area of responsibility; and to provide complex professional assistance to an assigned Engineering Supervisor or other management personnel.

Minimum Qualifications (KSAs)

Knowledge of:
Engineering and technology especially as related to assigned area of responsibilitystructural mechanical electrical civil geotechnical etc; reinforced concrete design. Design techniques tools and principals involved in the production of precision technical plans blueprints drawings and models. As appropriate geology including local geology investigative practices and stabilization methods. Code of Ethics for Professional Engineers. Pertinent federal state and local codes laws regulations and standards and industry safety standards Principles of management and supervision City personnel policies and procedures and union contracts. Principles and practices of obtaining and administering funding for assigned projects. Materials tools and equipment used in engineering. Administrative policies and procedures of the City and the assigned department. Principles and processes for providing customer and personal services.


Skill to:
Operate appropriate computer equipment; use properly all related hardware and software. Microsoft Office Suite project management software ArcGIS AutoCAD Civil 3D tools and analytic or scientific software. Operate motor vehicle in the course of duty.

Ability to:
Exercise professional engineering judgment in accordance with currently accepted engineering practices and appropriate laws and codes. Interpret engineering plans and perform calculations. Analyze information and evaluate results to choose the best solution and solve problems. Use logic and reason to identify the strengths and weaknesses of alternative solutions conclusions or approaches to problems. Review and prepare reports construction plans cost estimates and specifications for assigned projects. Review plans for roadways utilities earthworks and residential and industrial developments. Monitor and review information from materials events or the environment to detect or assess problems. Ensure the use of appropriate safety and quality standards. Interpret field data and results from laboratory tests and identify trends or make recommendations. Develop and maintain databases and maps. Communicate clearly and concisely both orally and in writing. Write technical reports or summaries. Manage project budgets and schedules. Plan and manage the activities of subordinate workers. Manage construction projects and contractors.

Required Education and Experience

To qualify as a SENIOR ENGINEER:

Each applicant must be a registered professional engineer in the State of Ohio or in a state with equivalent registration requirements. If not registered in Ohio when appointed Ohio registration must be obtained during the probationary period.

OTHER REQUIREMENTS:
Possession of registration with the State of Ohio as a Professional Engineer.
Possession of or ability to obtain a valid Drivers License.

To qualify as an Engineer:

Each applicant must be enrolled as a Senior in a Bachelors Degree program in engineering at an accredited college or university or possess a Bachelors Degree in engineering from an accredited college or university.

OR

Possess an EngineerinTraining Certificate from any state.

OTHER REQUIREMENTS

Possession of Bachelors Degree in engineering from an accredited college or university is required at the time of hire.

Possession or ability to get a valid Drivers License.


MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work in or with water; work below ground on slippery or uneven surfaces on ladders or scaffolds; work around heavy equipment/construction equipment moving vehicles; exposure to dust asbestos exhaust fumes; possibility of working with toxic chemicals depending on assignment.

Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting standing and walking for prolonged periods of time; general manual dexterity required; light and moderate lifting and carrying; must be able to operate assigned vehicle.
