Main Purpose of Job
The Chief Engineer manages trains and directs the employees resources and activities of theCommissions Engineering Division. This includes administering the statewide inspection testinginvestigation and evaluation of the facilities and operations of public utility companies under theCommissions jurisdiction. This position is the primary staff position at the Commission for assuringthat services provided by public utility companies are adequate prudently constructed and acquiredsafe and. reliable. This position provides technical regulatory legislative and stakeholdercommunications advice and consultation to the Commission and the Technical Staff as required.
This position coordinates the development of engineering testimony in rate cases staff commentsand Commission reports on matters relating to utility operations investment and spending. Thisposition serves as the primary interface for the Commissions Maryland Department of EmergencyManagements (MDEM) efforts including coordination of staffing at MDEM during declared eventstraining and drills. This position interfaces for coordination and communication with state and federalagencies PJM and other stakeholders related to electric system plans operations legislativepriorities and preparedness for events involving critical infrastructure including cybersecurity. Thisposition also participates on advisory boards provides expert testimony and represents theCommission in various forums on matters related to Commission policies and implementing statepolicy goals for renewable energy resilience energy efficiency peak load management andreduction of greenhouse gasses though electrification: The position directs public/consumer affairsissue resolution associated with utility metering distributed energy resources and utility safety andreliability. As directed this position also participates on advisory boards provides expert testimonyand represents the Commission in various forums on matters related to Commission policiesregarding implementing state policy goals for renewable energy resilience energy efficiency peakload management and reduction of greenhouse gasses though electrification .
This is a Management Service position and serves at the pleasure of the Appointing Authority.
POSITION DUTIES
Provide leadership training administrative and technical management to the Engineering Division.
Provide and coordinate the development of expert testimony technical recommendations and Staffcomments in utility regulatory proceedings.
Design develop and maintain an inspection programensuring compliance with regulations for service supplied by gas hazardous liquid electric waterand sewerage companies.
Coordinate Commission representation and response to cyber andhomeland security emergencies and drills involving critical infrastructure and coordinateCommissions 24/7 response as required to Maryland Department of Emergency Management(MDEM) activations drills and exercises.
Coordinate the timely completion of recommendations tothe Commission in its administrative docket and the filing of expert testimony in Commission caseson topics including the prudency of utility spending and investment cost benefit analysis or othermatters relating to utility operations.
Coordinate investigation of accidents/incidents. Providerecommendations to the Commission on issues arising from the work of the Division staff cases orexternal developments.
Sponsor COMAR changes and provide input on proposed utility and energylegislation.
Participate on technical and advisory boards respond to complaints and inquiriesprovide public affairs representation and mediation on behalf of the Commission and perform otherduties as assigned.
Lead Commission or participate in workgroups as assigned.
Other duties asassigned.
MINIMUM QUALIFICATIONS
Education: A bachelors degree in engineering from an accredited college or university.
Experience: Six years of experience in professional engineering work with at least three years experience in amanagement or supervisory position.
And
Three years experience with a public utility company or onthe staff of an agency regulating public service companies or comparable employment.
DESIRED OR PREFERRED QUALIFICATIONS
Bachelors degree or higher in electrical civil or mechanical engineering from an accrediteduniversity.
Ten years of experience in electric or gas utility distribution system engineering maintenance anrations.
Five years of experience providing expert testimony in utility regulatory proceedings.
Five years of experience demonstrating expert communication facilitation and collaboration skillsnecessary to effectively present and advise senior management and external customers leadCommission workgroups and provide excellent public service.
Five years of experience demonstrating history of success in positions of increasing responsibility.
Five years of experience managing a professional staff.
Professional Engineer License in Maryland.
