THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE MDH ST. MARYS COUNTY HEALTH DEPARTMENT ONLY.

Main Purpose of Job

The main purpose of this fulltime position will be to advise interpret and apply the Merit System policies and procedures for recruitment testing reclassifications policy and vacancy management employee relations temporary employment and acting capacity at St. Marys County Health Department (SMCHD). This position will perform at the full performance level using knowledge discretion and independent judgement in the interpretation and application of human resources laws regulations policies and guidelines with authority in decision making ability for SMCHD and their employees. This position will also work under the authority of MDH Office of Human Resources Headquarters. In addition this position will be regarded as the agency technical authority in human resources.

MINIMUM QUALIFICATIONS

Experience:Five years of experience one year of professional HRexperience involving recruitment and employment servicesclassification and compensation employee relations test development and validation job analysis job evaluation salary administration HR program evaluation or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection classification salary administration employeerelations test development and validation or as a generalist.

may substitute paraprofessional personnel workexperience on a yearforyear basis for up to four years of therequired experience. Paraprofessional personnel work isdefined as work involving the application of public sector personnel procedures policies rules andregulations to specific employment paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnelrelated rules andpolicies preparing personnel related reports conducting employee orientation and counseling employees regardingbenefits andobligations and responding to inquiriesconcerning employment procedures.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and one year of professional HR experience involving recruitment andemployment services classification and compensationemployee relations test development and validation jobanalysis job evaluation salary administration HR programevaluation or HR policy formulation for the requiredexperience.

may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration business administration public administration statistics tests andmeasurements psychology or a related field for the required experience.

may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resourcesmanagement field of work on a yearforyear basis for therequired experience.

LIMITATIONS ON SELECTION

THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE MDH ST. MARYS COUNTY HEALTH DEPARTMENT ONLY.

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SELECTION PROCESS
